The survey, commissioned by the Ministry of Culture, analysed why those Estonian people who would like and are willing to visit cultural institutions, but for some reason do not do so at the moment, do not participate in our cultural life.
The obstacles affecting visits to cultural institutions turn out to be largely cross-sectoral – they recur in the case of libraries, museums, theatres, concerts and art galleries, and are therefore not a challenge for individual institutions, but more broadly for the entire cultural sector.
The results of the survey show that the areas covered do not compete with each other among non-visitors. Rather, leisure time is simply filled with other activities such as hobbies, sports and other obligations. This means that cultural institutions have to compete with many other leisure opportunities and their value proposition must be attractive enough to motivate people to change their habits.
