Cultural policy goals are not about controlling the content of art, but about giving more people the opportunity to create and participate. When we at Arts and Culture Norway work to promote diversity, the purpose is not to limit anyone, but to expand the space for more voices and ensure a wealth of perspectives. Not because all art should be for everyone, but because art is not truly free until everyone has real access to create or experience art and culture.
