On Thursday, the government approved a new draft Public Library Act that will make the use of library services more convenient for users.
The main objective of the Public Library Bill is to ensure high-quality library services for the people of Estonia. This gives the reader a more convenient service regardless of their place of residence. Access to publications and digital information for persons with visual or other print disabilities will also be extended.
The Bill will also create preconditions for the creation of a database of libraries which will enable the reader to see from one information system which publications are available in Estonian libraries. This makes it easier and faster to find suitable reading material.
"The aim of the Act is to ensure that an up-to-date library service is available in every local government and that the availability of digital content does not depend on a person's place of residence. The joint database of libraries gives the reader a better overview and easier access to the content of Estonian libraries," explained Minister of Culture Heidy Purga.
The Act increases the role of the National Library of Estonia in supporting public libraries in order to provide nationwide support in the development of services, counselling and the creation of common solutions. This will help to strengthen public libraries in 78 local governments, the entire library network as a whole, and jointly develop nationwide services for users.
The reform of libraries has achieved important results - the functions of the Estonian Repository Library and the Estonian Library for the Blind have been transferred to the National Library of Estonia, the nationwide e-lending service MIRKO has been launched, and a support measure for the library accelerator has been implemented, which supports the development of the services and facilities of local government public libraries and the training of employees. In addition to public libraries, all other libraries (including the libraries of public universities and school libraries) can also join the library database to be created.
The Public Library Act entered into force in 1998 and the last amendments were made in 2007. The amendment to the Act is planned to enter into force on 1 January 2027.
