The expert subgroup was established in 2023 as a follow-up to the EU action plan against trafficking in cultural goods, adopted by the European Commission in December 2022. 

The action plan recognises the crucial role played by art market professionals, collectors, and cultural heritage institutions in preventing and detecting crime related to cultural goods – an objective which was again reaffirmed in the recently adopted Culture Compass for Europe.
