Publicly Funded Culture and the Creative Industries

Ever since the Department for Culture, Media and Sport's Creative Industries Taskforce formulated the concept of the creative industries in 1998, creativity in general, and the industries in particular, have generated significant interest in academia, business, the media and in policymaking. This paper explores the relationship between publicly-funded culture and the creative industries.The relationships between publicly funded culture and the creative industries are often assumed to be clear and straightforward. In some cases this is true, but there are more complex factors at work. The creative industries are poorly understood in policy, partly because they often do not conform to traditional expectations about how businesses work, and partly because their scale makes them hard to measure and hard to engage with.
