Ljubljana process
During the Chairmanship of the Committee of Ministers of the Council of Europe, Slovenia is paying special attention to preserving and enhancing cultural diversity and intercultural dialogue. These endeavours fall within the scope of promoting the common fundamental values of the Council of Europe as well as strengthening cooperation with other international and European organisations and institutions. In addition, Slovenia has been actively striving for the stabilisation process and sustainable development of the Western Balkans, especially during its Presidency of the Council of the European Union in the first half of 2008.
Therefore, the Slovenian Ministry of Foreign Affairs and Ministry of Culture are organising an international event, the Ljubljana Conference – Rehabilitating our Common Heritage, to be held on 6 and 7 November in Ljubljana. The Conference will be dedicated to the Integrated Rehabilitation Project Plan/Survey of the Architectural and Archaeological Heritage (IRPP/SAAH), a joint action of the Council of Europe and the European Commission in South-East Europe since 2003, including Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, Romania, Serbia, “the Former Yugoslav Republic of Macedonia” and Kosovo*. The last phase of the project called the Ljubljana Process – Funding Heritage Rehabilitation in South-East Europe (2008–2010) was launched during Slovenia's EU Presidency in May 2008. As part of the Chairmanship Programme, Slovenia continues with its endeavours to maintain the process visible, and wishes to contribute to its successful implementation and its future continuation.
The objectives of the Ministerial Conference are to raise awareness about the importance of rehabilitation of cultural heritage and its social, economic and development potential; to review the results of the joint action of the Council of Europe and the European Commission; to reach an agreement on further development and enhancement of the process and to transfer the knowledge of best practices and methodology to the new region, namely the Kyiv Initiative countries Armenia, Azerbaijan, Georgia, Moldova and Ukraine.
The Conference is under the auspices of His Excellency the President of the Republic of Slovenia, Dr Danilo Türk. Beneficiary partners of the IRPP/SAAH action, Kyiv Initiative countries and Ministers of the other Council of Europe Member States, high representatives of the Council of Europe and European Commission as well as the representatives of the international financial institutions and non-governmental organizations will be invited to this important event.
* All reference to Kosovo, whether to the territory, institutions or population, in this text shall be understood in full compliance with United Nations Security Council Resolution 1244/99 and without prejudice to the status of Kosovo.
