Government has created a Network of Museums in Spain

The Cabinet today approved a Royal Decree on the establishment of the Network of Museums in Spain, a structure for the coordination of state and privately owned museums, co-operation between public authorities in the field of museums and promotion, with a view to improvement and increased effectiveness and efficiency of all museums and institutions taking part. 
 
Although the Spanish Historical Heritage Act refers to the Spanish System of Museums (art. 66), the Network of Museums of Spain will include various public administrations and institutions with responsibility for museums into an organization for cooperation intended to improve national and international excellence and best practices of museums.
 
The Royal Decree has been a joint proposal of the Ministers of Culture, Defense, Second Deputy Minister and Minister of Economy and Finance, Interior, Public Works, Housing, and Science and Innovation.

Creation of the Council of Museums
The Royal Decree establishes the Council of Museums, as a body of collaboration administering the Network of Museums in Spain. It will be chaired by the head of the Directorate General of Fine Arts and Cultural Assets of the Ministry of Culture, and have two vice presidents, one elected by the members appointed on behalf of the Autonomous Communities and other member appointed by representiatives of the General State Administration. The secretary shall be appointed by the Ministry of Culture.

The members shall represent the Ministry of Tourism, Ministry of Industry, Tourism and Trade and a representative from each of the ministries and agencies of the State General Administration for which they affiliated museums belonging to the network, a representative of each of the CCAA with museums in their ownership or under management, and a representative from the Association of Local Authorities  with the highest implantation. In the event that to join the Network of Museums for institutions owned by Spain to the Island, the Spanish Federation of Municipalities and Provinces, in association of local authorities with greater state-level implementation also designate a representative from them.

They will also be a vocal representative of the Consumers and Users Council, a representative of the organizations and entities that bring together people with disabilities and their families, designated by the General Secretariat for Social Policy and Consumer Affairs and at least one representative of private entities museum in the case have been incorporated into the network of such an entity.
 
The functions of the museum to define the general criteria of excellence that will govern the membership of the Network of Museums in Spain, based on the guidelines issued by the International Council of Museums (ICOM) and the declarations and agreements signed by Spain on Museums.

For each, the Council shall appoint a Technical Committee to evaluate interdisciplinary suitability for incorporation into the Network of Museums of Spain. This shall consist of five experts and museum curators in the museum's own material in question, the person appointed by the Ministry of Culture on the proposal of the Council of Museums.

Upon entry into force of Royal Decree, the Ministry of Culture may agree with each region of the state-owned museums and self-governing management, in accordance with criteria established by the Council of Museums, which are considered for incorporation. In addition to the Web, it is expected that the museums included in the National Trust may, by agreement of its Board of Directors, be included in the Network of Museums of Spain.
