JOB SUMMARY:
The Institute’s mission is to create strong libraries and museums that connect people to information and ideas.  The Institute works at the national level and in coordination with state and local organizations, and with libraries and museums throughout the United States to sustain heritage, culture, and knowledge; enhance learning and innovation; and support professional development.

IMLS is the primary source of federal support for the nation’s 123,000 libraries and 17,500 museums.

As the Associate Deputy Director of Office of Museum Services, the incumbent oversees the largest federal grant program devoted specifically to funding museums.  Advises the Deputy Director regarding the policy on the implementation and improvement of existing programs; the development of new grant programs; advancement of special initiatives; advise the Deputy Director and agency Director regarding the agency museum program policy; coordination with other senior level staff to advance the work of the agency; liaison to service providers; and representation of agency programs, policy and interests to museums constituents, the general public and special interest groups.  Provides executive assistance to the Director on matters pertaining to museums, other federal agencies, departments, and task forces.  Implements national programs of grant support to museums.  Assigns, prioritizes, monitors, and evaluates work performance of professional and clerical staff.  Manages a staff of professional employees through grade GS-13.  Plans and assigns work; delegates responsibilities; establishes priorities; and ensures the full utilization, development, and motivation of staff.  Approves leave and recommends personnel actions. Develops performance standards and evaluates staff performance and overall effectiveness in meeting established OMS goals and objectives.  Ensures that resources are acquired and managed in accordance with OMS and IMLS policy and procedures in order to maximize cost effectiveness.  Serves as a key member of the IMLS senior staff.  Participates in establishing agency plans, setting overall goals and devising strategies to accomplish those goals.  Makes substantial contributions to the development of agency museum support activities through suggestions and recommendations for meeting the mission of the Institute.  Advises the Deputy Director and agency Director on the impact of policy decisions on existing programs.  Assists the Deputy Director and agency Director in developing new or amended program policies, regulations, or procedures as needed to improve the performance of the agency’s grant making functions.  With the Deputy Director and agency Director supervises development of new program policy, regulations, guidelines, and procedures.  Recommends and oversees implementation of policy or procedural changes as a result of analysis and evaluation.  Advises the Deputy Director and agency Director on agency budget preparation as it relates to the OMS programs and agency submissions to OMB, Congress and/or other federal agencies concerning OMS programs.  Coaches staff and build talent capacity by instituting forward-looking strategies in seeking training opportunities.  Identifies and assesses the need for support services for providing assistance to the program office by other federal offices and contractors.  Ensures applicability, quality and appropriateness of such activities as financial services, editing services, and instructional activities.  Represents agency with museum constituents, the general public, and special interest groups.  Oversees program staff representation at state, regional, and national association meetings, workshops, conferences and seminars.  Oversees special projects as assigned by the Deputy Director.  Undertakes or coordinates project of special outreach or promotion of agency interests.  Evaluates the effectiveness of these activities and reports on the need for projects that will assist OMS in its ability to further its mission.  Performs other related duties as assigned.
