JOB SUMMARY:

This position is located in the State and Regional Programs Office, Office of the Deputy Chairman for State, Regions, and Local Arts Agencies, National Endowment for the Arts.  Incumbent reports to the Deputy Chairman and serves as the Agency's nationally recognized expert and authority on State arts agencies and regional arts organizations.  The incumbent also serves as supervisor for the State/Regional Specialist assigned to the Office.

DUTIES:
Serves as the Agency's nationally recognized expert and authority for the State/Regional field in discussions throughout the Agency including collaborations with discipline Divisions and directors.

Provides national leadership and direction concerning Agency assessments of funding and other assistance for the State/Regional field.  Makes recommendations to the Chairman, Deputy Chairman, and the National Council on the Arts on standards for review of State arts agency and regional arts organization plans and on policies for administering funds available for grants to these organizations.

· Works with State arts agency and regional arts organization leaders, Arts Endowment Senior Staff and directors, and other interested parties to design national leadership initiatives and develop partnerships that advance the State/Regional field and the arts as a whole and achieve the goals of the Arts Endowment.

 Reviews applications and plans submitted by State arts agencies and regional arts organizations, manages panel review process for applications, proposes funding amounts based on established policies, presents grant recommendations for consideration by the Deputy Chairman, Chairman, and to the National Council on the Arts.

Selects experts in the State/Regional field to serve as advisory panelists and chair's panel meetings.  Organizes the application review process to provide for fair and substantive review of the plans submitted by state arts agencies and regional arts organizations. Travels to attend meetings of significance to the State/Regional field.  Also travels to visit organizations, conduct site visits and discuss issues with applicants, grantees, other interested parties, and the general public.

Monitors grantee performance through review and approval of progress, interim and final reports, amendment requests, conversations with the grantee, etc., to assure that the grantee is functioning in accordance with the terms and conditions of the grant.

Studies and analyzes conditions and trends as they relate to and affect the State/Regional field and formulates and recommends appropriate actions and policies in response to the needs and opportunities in that field.

Maintains good relations with leaders in the field and related fields and keeps abreast of their perspectives on current and future trends. Act as the Arts Endowment's representative on matters affecting the State/Regional field.  Participates in meetings and conferences addressing State/Regional issues.  Communicates Arts Endowment policy developments that may have an impact upon the state arts agency and regional arts organization field.

As requested, represents the agency in discussions with state government officials.

Prepares materials for such purposes as National Council on the Arts meetings, panel review meetings, Agency publications, budget submissions and Congressional hearings or in response to questions from Chairman or senior staff, Office of Communications, Office of Guidelines and Panel Operations, Office of Council Operations, or Office of Government Affairs, Office of Management and Budget and the field.

Works closely with the Office of Communications to significantly enhance the external promotion of the State/Regional field and initiatives throughout the nation.  As requested, represents the agency in discussions with members of the press.

Participates in formulation of rules, regulations, policies and procedures to implement legislation affecting the Arts Endowment.  This includes recommendations concerning budget formulation.

Ensures accomplishment of unit's objectives through combined technical and administrative direction of subordinates through planning/assigning work, setting priorities, evaluating performance and recommending or taking corrective action. Also, interviews and selects candidates for vacant positions, recommends promotions, reassignments or awards, identifies developmental and training needs and hears/responds to subordinate employee grievances.


Team participation is vital to effectively/efficiently accomplish cluster/unit assignments.  The incumbent will also be expected to serve as a team member on ad hoc teams convened to provide quick responses to special projects and studies which may cut across organizational lines, divisions, disciplines and functions.  Successful participation in both routine and special assignments requires flexibility, effective interactive skills and willingness to cooperate to enhance team accomplishments.
