3 national members , Arts Council England
The Department for Culture Media and Sport would like to invite applications for 3 national members of the Arts Council England board for the West Midlands, South West and South East.
Duration of Appointment
The appointment will be for a term of four years.
Remuneration
Regional council chairs are paid an annual fee of £6,400
Time Commitment
Currently, there are six formal meetings of National Council a year, five regional meetings. The total estimated time commitment for these roles is 30 days a year.
Background
Arts Council England develops and promotes the arts across England, acting as an arm’s length body from the Government. DCMS funding for Arts Council England will be in the region of £463m in 2010-11. In addition, Arts Council England is expected to have £500m to distribute from the National Lottery between 2009 and 2012. This provides the bedrock of support for the arts in England.
Arts Council England aims for everyone in the country to have the opportunity to develop a rich and varied artistic and creative life. Its objectives, set out in its Royal Charter, are:
to develop and improve the knowledge, understanding and practice of the arts
to increase the accessibility of the arts to the public
to advise and co-operate with departments of government, local authorities, the Arts Councils of Scotland, Wales and Northern Ireland and other bodies.
It is the primary delivery agent for DCMS’ Departmental Strategic Objectives to encourage more widespread enjoyment of the arts and support talent and excellence.
The Arts Council works in partnership with a wide range of people and organisations, including artists, regional and national development agencies, local authorities, Government Departments and many other organisations in the public, private and voluntary and amateur sector.
The Board
Council has a membership of 17, made up of nine people who also chair the Arts Council’s regional councils, seven more people and the Chair. The current Chair and members are appointed by the Secretary of State for Culture, Media and Sport, other than the member for London, who is appointed by the London Mayor.
Responsibilities of Council members include:
Being an ambassador for the Arts Council and an advocate for the arts.
Sharing corporate responsibility for the work of Council, attending meetings and (if requested) sitting on committees and working parties.
Contributing to the development of Arts Council policies and strategies considering the wider work of the Council and any requirements imposed by law.
Contributing to the development of the Arts Council’s priorities, including the determination of headline budgets for the financial planning period.
Essential Criteria
We are looking for candidates who:
Have a strong knowledge and understanding of the arts
Have the ability to think strategically and imaginatively, to make an effective contribution to decision making across the full range of the Council’s responsibilities;
Are able to act as an advocate for the arts and to represent the work of the organisation in the media, and on occasion with senior leaders and politicians in the region and nationally.
Have held high level leadership roles in, for example, successful businesses, institutions, or other organisations;
Have good communication skills
Have a commitment to equal opportunities and diversity.
As Chair of South East, South West and West Midlands Regional Council, successful candidates will also have:
Knowledge and understanding of the region and the ability to command respect amongst key regional stakeholders at the most senior level, including the arts sector, local authorities, the Regional Development Agency, the business sector, MPs, and the media.
Experience of chairing meetings and the ability to lead effective decision making
Ability to offer strategic challenge and support to the executive of the organisation
Chairs of Regional Councils should live or work in the region.
