Senior Visual Arts Officer

We are looking for a professional with arts management experience who has, a wide knowledge of arts funding and developmental work and proven administrative and budgetary control skills.
You will have an excellent awareness of visual arts activity and provision in Wales and will be expected to contribute positively and creatively to the development and implementation of the Arts Council's regional and national arts strategies. Strong interpersonal and organisational skills are essential to this post, along with the ability to build effective relationships with agencies, colleagues, individuals and the visual arts community.

MAIN OBJECTIVE
As part of the Arts Management Team and in support of the Arts Director:
Assist in the implementation and co-ordination of the Arts Council of Wales (ACW) regional and national arts development, decision making and strategies.
Provide professional and expert advice, guidance and explanation of matters concerning ACW
Lead on the artform specialist action plan for ACW and co-develop and lead a cross Wales team of staff working on the action plan, within the cycle of developing and reviewing the Corporate and Team plans.
MAIN DUTIES
1. In conjunction with the Arts Director, contribute to the strategic development and identification of priorities for arts development in regional and national plans for discussion and recommendation by ACW.
2. In liaison with the Arts Director, develop and oversee the implementation of ACW's national artform specialist action plan. Advise on the development and implementation of policies relating to the artform specialism.
3. Manage the relationship between ACW and a number of major Revenue Funded (RFO) clients, to ensure the delivery of cost effective outcomes, in line with ACW's priorities. This will involve the annual review of each RFO and the monitoring of the funding agreement.
4. Ensure that appropriate advice is given to the Arts Director on emerging issues relating to the artform affecting the effective delivery of ACW's policies and strategies.
5. Work with the Regional Directors to ensure the delivery of appropriate arts development in their specialism in the Regional Team.
6. Develop and maintain good relationships with all teams across ACW.
7. In liaison with the Arts Director and Regional Directors, develops and manages a strategy and corresponding programme of activity for a cross Wales team on relevant artform specialism, sharing areas of expertise and developing the members of the team in the relevant artform.
8. Assist in the assessment of grant applications by providing senior officer comments on the strategic importance and fit with the relevant artform Action Plan.
9. Oversee the monitoring of the revenue clients (as required by the funding agreements) and project funded activity and report on targets in line with ACW strategy.
10. Oversee the provision of advice and information to relevant organisations regarding ACW grant schemes and services, other sources of support and development plans.
11. Liaise with the Planning and Development Team on cross-art-form and generic topics including education, arts and disability, multicultural arts and marketing and audience development.
12. Liaise with the Regional Teams on the development, implementation, monitoring and evaluation of the strategic framework for action plans.
13. Liaise with the Director of Wales Arts International on practical and policy issues, particularly on the promotion in other countries of artform specialist arts organisations/individuals from Wales.
14. Prepare reports, as required, for the team, SMT, regional committees, Council and working groups.
15. With the approval of the Arts Director, attend and/or represent the Arts Council of Wales on relevant fora, for the artform.
16. Manages relevant budgets.
17. In liaison with the Arts Director and relevant ACW officers, take part in specific projects and services. *
18. Ensures customer service is of a high quality within own areas of responsibility.
19. Takes responsibility for own and others health and safety and reports potential hazards to the line manager.
20. Ensure appropriate steps are taken to identify and manage risks within area of responsibility and in liaison with the Compliance and Information Team ensure the risk register is maintained.
21. Take responsibility for self development and own development action plans.
22. Maintain a flexible approach to the role and responsibilities of the post. Undertake any other duties or projects which may be delegated by the Arts Director.
* Responsibility for the Collectorplan Scheme liaising with the Finance Team and other colleagues to ensure the scheme is delivered effectively and compliance requirements are met. Monitor the turnover of the scheme and sign off quarterly returns. Oversee the monitoring of existing galleries and the assessment of applications for new members to the scheme. In exceptional cases undertake gallery assessment. With the Regional Director manages the work of the Collectorplan Administrator.
Job Specification
1. Relevant degree and/or extensive experience.
2. Wide ranging knowledge of arts activity and provision in Wales.
3. Wide ranging knowledge of visual arts activity and provision in Wales and internationally.
4. Knowledge of the arts funding mechanisms operated by ACW and other funding organisations.
5. A working knowledge of the structure of public administration in Wales in general and of the system for the administration of the arts in particular.
6. Experience of arts administration, budgeting, budgetary control, business plans and marketing.
7. Experience of participating in formulation and implementation of strategic policies/initiatives.
8. Knowledge of equal opportunities issues, particularly in relation to access and social inclusion in the arts.
9. Good IT skills and knowledge of grants management systems. (GIFT'S is an in house system for which training will given.)

Fluency in Welsh (both written and spoken) is desirable but not essential for this post.
Terms and Conditions
1. Salary Scale
Salary scale for the post is Grade E
Pay scale: £26,833; £29,309; £31,781; £34,254; £36,729.
The Arts Council of Wales operates an incremental pay system.

37 hours per week
3. Holidays
25 days annual leave, plus 10.5 days' public holidays, rising to 30 days after 5 years service
4. Pension
Council staff are eligible to join a staff pension scheme; this offers a package of benefits for a 3.5% contribution.
5. Probation
The post is offered subject to a satisfactory probationary review at six months.
6. Termination
Four weeks' notice during probationary period, thirteen weeks thereafter.
