Arts Queensland Role Description VRN: AQ 513/07 Closing Date: 5:00pm Monday 6 August 2007 Role Identification Title Arts Business Officer Classification AO3 Section Arts Infrastructure & Services Location Level 16, 111 George Street, Brisbane Date of Review: July 2007 The organisation Arts Queensland, part of the Department of Education, Training and the Arts, is the Queensland Government’s strategic governance organisation for the arts in Queensland. Its responsibilities include: o assisting the Minister in setting the Government’s strategic direction for arts and culture in Queensland; o advising Government on policy to stimulate development of the arts and cultural sector; o overseeing and reporting on the Queensland Government’s investment in arts and culture and ensuring prudent use of public funds; o working in partnership with the arts and culture sector to promote the State’s arts and cultural activity and build recognition of the value of arts and culture; and o delivering the Government’s arts and culture agenda through developing and administering funding programs and capital works programs. Arts Queensland seeks to build a strong arts sector, which celebrates Queensland’s unique identity and cultural heritage, drives a thriving creative economy, develops the creative capital of Queensland communities, and enriches the lives of Queenslanders. Divisions within Arts Queensland include: Arts Development; Arts Strategy Coordination; and Arts Infrastructure and Services. Arts Queensland also includes the Public Art Agency, the Cairns Regional Office, the Judith Wright Centre of Contemporary Arts. Arts Queensland is also responsible for the ownership of the Queensland Cultural Centre. Arts Queensland is responsible for the governance of five statutory authorities: �� Queensland Art Gallery �� Queensland Museum �� Queensland Performing Arts Trust �� Queensland Theatre Company �� State Library of Queensland and four companies: �� Aboriginal Centre for Performing Arts �� Major Brisbane Festivals Pty Ltd �� Pacific Film and Television Commission �� Queensland Music Festival Pty Ltd The work unit The Arts Infrastructure and Services Division seeks to lead and support the sustainability and growth of the arts in Queensland through the effective financial, legal and risk management, and long term planning, coordination and development of arts infrastructure. The Division undertakes the stewardship role for Arts Queensland relating to he corporate governance responsibilities for the Arts Statutory Authorities. The Division provides leadership to the Arts Statutory Authorities on matters relating to strategic planning and annual reporting, and financial and risk management. In particular, the long term planning of the Queensland Cultural Centre and other arts infrastructure will be central to the Division’s role. The Division provides financial and budgetary services across Arts Queensland and portfolio bodies, and plays a key role in the effective purchasing and management of corporate and facilities management services from its shared service provider. The ownership of the agency’s business systems resides with the division. These include Medici, Finance One, Aurion and TRIM. Responsibility for the transactional and administrative processes relating to grants also resides within the Division. The Division of Arts Facilities and Services is accountable for three areas within Arts Queensland. They are: • Infrastructure Management; • Business and Finance; and • Staff and Organisational Development. The role This role performs a range of financial and administration activities including the organising, processing and verification of grants payments and acquittals, processing of financial transactions, purchasing activities and reception duties. This means you will be; 8.1 Processing grants payments and acquittals associated with Arts Queensland programs. 8.2 Providing assistance with the coordination of financial transactions and assisting with the purchasing functions of Arts Queensland. 8.3 Contributing to the review of business processes and system configurations relating to the grants processes. 8.4 Liaising with the Corporate Administration Agency and external agencies on financial management and other administration / service functions. 8.5 Providing information and assistance to internal and external clients in relation to grants and financial administration issues. 8.6 Contributing to business improvement teams and cross functional project teams as required. 8.7 Preparing relevant correspondence and reports in relation to grants and financial administration functions as required. 8.8 Performing reception duties as a function of the administration team. 8.9 Actively contributing to the achievement of the vision and objectives of Arts Queensland by contributing to operational and strategic planning. You will report to the Manager – Arts Business Operations. To be successful in this role, you will need to: �� Demonstrate a sound knowledge of Queensland Government financial and grants legislation, standards, policy and practice, and their application. �� Use your organisational skills, including experience in managing and prioritising a wide variety of tasks in order to meet specific deadlines. �� Apply your effective oral and written communication skills including the ability to provide a first point of contact for a range of internal and external clients. �� Be able to show demonstrated competence in the use of computerised systems including; word processing and spreadsheet programs, financial and/or grant systems. �� Have an ability to actively participate in a working environment supporting quality human resource management practices including employment equity, anti-discrimination, occupational health and safety and ethical behaviour. Probation Subject to Section 73 of the Public Service Act 1996, any successful applicant who is not a current permanent employee of the Queensland Public Service will initially be appointed for a minimum six-month probationary period.
