Cyngor Celfyddydau Cymru The Arts Council Of Wales Committee Member Organsiation: Arts Council Of Wales Location: All regions Salary: N/A The Arts Council of Wales seeks Independent Members for its following Committees: Regional Committees (South Wales, North Wales and Mid & West Wales), Audit Committee, Capital Committee The Arts Council of Wales (ACW) is the national development and funding body for the arts in Wales, established in 1994 by Royal Charter with four key objectives: develop and improve the knowledge, understanding and practice of the arts; increase the accessibility of the arts to the public; advise and co-operate with other public bodies; work through the medium of Welsh and English. ACW is also a registered charity and distributes almost £40m of Welsh Assembly Government and National Lottery funding to the arts in Wales. Partnership is crucial to ACW's work. ACW now seeks a number of individual Independent Members to join its following committees; Regional Committees - North Wales, South Wales and Mid & West Wales The three Regional Committees are the principal interface between local authorities, arts representatives and ACW. They bring together arts practitioners and elected local authority members four times per year in each region, to provide direct input into the developing and monitoring of ACW's Regional Plan and strategies, to advise on the work of existing and prospective revenue-funded organisations within the respective Committee areas, and to support the work of local officers. Committee members aim to foster and nurture links with local authorities and to provide advocacy tools and information to promote the case for the arts in their region. To be considered you should: - have a sound knowledge of the arts infrastructure in the region and demonstrate an understanding of the major issues in the cultural sector; - be committed to help develop and champion high-quality artistic endeavours that range from local community arts projects to national touring companies, ensuring that the arts continue to make a central contribution to the economic and cultural life of Wales; - be able to contribute objectively to discussions about regional and national arts issues; - combine the qualities of creativity, vision and passion with those of discretion, propriety and pragmatism; Audit Committee Audit Committee is responsible for reviewing the systems of internal control across ACW's risk management, control, corporate governance, financial and other operations. The Committee monitors the work of both internal and external auditors and ACW's progress in implementing recommendations made and advises Council on relevant issues. It meets five times a year. We are seeking committed, and enthusiastic individuals who will be able to help further the work of the Committee at a key stage in ACW's evolution. The successful candidates will provide an independent, external perspective to inform the work of the Audit Committee. You will provide a support and challenge function, and contribute at a strategic level on the issues falling within the remit of the Committee To be considered you should have a sound knowledge and significant experience of one or more of the following: - corporate governance, preferably within the public and/or charity sectors, including internal control and risk management; Information sheet for applicants - organisation and performance management at a senior level - financial management and/or auditing and the ability to understand and interpret financial statements. A professional accounting qualification together with relevent knowledge, experience and background would be highly desirable for the latter. A knowledge of, or interest in the arts would be beneficial. ACW wishes to appoint members from business and the professions in order to maintain a balance of perspectives on the Committee. Capital Committee The Capital Committee meets up to six times per year and considers applications to fund major capital projects throughout Wales. Members of the Committee would therefore be expected to attend meetings and site visits at locations across the Principality, occasionally involving an overnight stay. Mae CCC hefyd yn elusen gofrestredig ac yn dosbarthu bron £40m o gyllid Llywodraeth Cynulliad Cymru a'r Loteri Genedlaethol i'r celfyddydau yng Nghymru. Mae partneriaeth yn hanfodol i waith CCC. Mae CCC bellach yn chwilio am nifer o Aelodau Annibynnol unigol i ymuno â'r pwyllgorau canlynol; Regional Pwyllgorau - De Cymru, Gogledd Cymru a Chanolbarth a Gorllewin Cymru Y tri Phwyllgor Rhanbarthol yw'r prif ryngwyneb rhwng awdurdodau lleol, cynrychiolwyr y celfyddydau a CCC. Maent yn dod ag ymarferwyr y celfyddydau ac aelodau etholedig awdurdodau lleol ynghyd bedair gwaith y flwyddyn ym mhob rhanbarth, i roi mewnbwn uniongyrchol i ddatblygu a monitro Cynllun Rhanbarthol a strategaethau CCC, i gynghori ar waith cyrff presennol sy'n derbyn cyllid refeniw a chyrff a allai wneud o fewn priod ardaloedd pob Pwyllgor, ac i gefnogi gwaith swyddogion lleol. Nod aelodau Pwyllgor yw meithrin cysylltiadau â'r awdurdodau lleol a chynnig arfau eiriolaeth a gwybodaeth i hyrwyddo'r achos dros y celfyddydau yn eu rhanbarth. I gael eich ystyried dylech chi: - feddu ar wybodaeth gadarn o isadeiledd y celfyddydau yn y rhanbarth a dangos dealltwriaeth o'r prif ystyriaethau yn y sector diwylliannol; - fod yn ymrwymedig i helpu i ddatblygu a hybu ymdrechion celfyddydau o'r radd flaenaf sy'n amrywio o brosiectau celfyddydau cymunedol lleol o gwmnïau cenedlaethol ar daith, gan sicrhau bod y celfyddydau yn parhau i wneud cyfraniad canolog at fywyd economaidd a diwylliannol Cymru; - gallu cyfrannu'n wrthrychol ar drafodaethau am faterion celfyddydau rhanbarthol a chenedlaethol; - cyfuno rhinweddau creadigrwydd, gweledgaeth ac angerdd â disgresiwn, priodoldeb a phragmatiaeth; Y Pwyllgor Archwilio Y Pwyllgor Archwilio sy'n gyfrifol am adolygu'r systemau rheolaeth fewnol ar draws gweithrediadau rheoli risg, rheolaeth, llywodraeth gorfforaethol, ariannol a gweithrediadau eraill CCC. Mae'r Pwyllgor yn monitro gwaith archwilwyr mewnol ac allanol a chynnydd CCC wrth weithredu argymhellion a wnaed ac yn cynghori'r Cyngor ar faterion perthnasol. Mae'n cyfarfod pum gaith y flwyddyn. Rydym yn chwilio am unigolion ymroddedig a brwdfrydig a fydd yn gallu helpu i hybu gwaith y Pwyllgor ar adeg allweddol yn esblygiad CCC. Bydd yr ymgeiswyr llwyddiannus yn cynnig safbwynt annibynnol, allanol i lywio gwaith y Pwyllgor Archwilio. Byddwch yn darparu swyddogaeth cefnogi a herio, ac yn cyfrannu ar lefel strategol ar y materion sy'n dod o fewn cylch gwaith y Pwyllgor I gael eich ystyried dylai fod gennych wybodaeth gadarn a phrofiad sylweddol o un neu fwy o'r canlynol: - llywodraeth gorfforaethol, yn ddelfrydol o fewn y sectorau cyhoeddus a/neu elusennol, gan gynnwys rheolaeth fewnol a rheoli risg; - rheoli sefydliad a pherfformiad ar lefel uwch; - rheolaeth ariannol a/neu archwilio a'r gallu i ddeall a dehongli datganiadau ariannol. Byddai cymhwyster cyfrifyddiaeth proffesiynol ynghyd â gwybodaeth, profiad a chefndir perthnasol yn ddymunol iawn ar gyfer yr olaf. Byddai gwybodaeth o'r celfyddydau neu ddiddordeb ynddynt o fantais. Mae CCC yn dymuno penodu aelodau o fyd busnes a'r proffesiynau er mwyn cynnal cydbwysedd safbwyntiau ar y Pwyllgor. Y Pwyllgor Cyfalaf Mae'r Pwyllgor Cyfalaf yn cyfarfod hyd at chwe gwaith y flwyddyn ac yn ystyried ceisiadau i ariannu prosiectau cyfalaf mawr ledled Cymru. Felly byddai disgwyl i aelodau'r Pwyllgor fynychu cyfarfodydd ac ymweld â safleoedd mewn lleoliadau ar hyd a led Cymru, a fydd o bryd i'w gilydd yn golygu aros dros nos.
