Deputy Chief Executive Date: 02-Jun-2006 Source: MLA up to £90,000 The Museums, Libraries and Archives Council (MLA) is the national development agency for museums, libraries and archives, advising Government on relevant policy and priorities. Working with the nine regional agencies in the MLA Partnership, the Council’s aim is to provide strategic leadership, act as a powerful advocate, develop capacity and promote innovative transformation within the sector. In this strategic role you will provide creative support to the MLA Board and Partnership Strategy Group, lead the corporate planning, budgeting and performance management processes for the MLA Partnership and ensure effective overall management within the MLA. You will also act as MLA Company Secretary. You will play a key role in partnership development and delivery, and take responsibility for performance management across the Partnership, including driving improvement in corporate working - engendering a culture of challenge of the status quo - and leading the corporate performance framework, establishing robust monitoring mechanisms. You will also oversee the HR, ICT and financial management functions of the Council, and ensure effective stakeholder management by building solid working relationships and maintaining the involvement/buy-in of a wide range of stakeholders. A confident, creative and strategic thinker with first-rate analytical and problem-solving skills, you must demonstrate a top track record at senior level in a complex organisation. Experience should include managing substantial budgets, co-ordinating corporate planning and performance management, developing and delivering initiatives, and working with a wide range of stakeholders (including Government). You’ll be a strong, natural leader with a high level of ‘political’ awareness, excellent communication skills and an empathy with the sector - an ambassador able to act as an effective advocate and to influence decision-makers. The ability to deliver significant change, build a performance culture and drive service improvements will be vital.
