Support for younger artists

Your Question

We are organising a meeting which will be an opportunity for delegates to collectively discuss what they know about the next generation-defined as artists and arts administrators aged 18-30-and what public arts funders can do to engage and remain relevant to this generation. Discussions will address the following questions:

Why is the next generation being left out of the funding equation?
Why is it important to successfully respond to the needs and realities of the next generation?
How are other arts agencies responding to the next generation of artistic leaders and audiences?
What kind of initiatives are CPAF members able to implement now and in the long-term?

My question for you is whether or not you are aware of any relevant research studies that could be provided to delegates? For example, I am wondering if there exist studies of models of support for younger artists, or surveys of best practices in supporting younger artists. I am interested not only in finding research to provide background reading material to the delegates, but also as a means of identifying possible guest speakers who could share their knowledge and experience with the delegates.

Please don't hesitate to contact me if you have any additional questions. I look forward to hearing from you.

Our Answer

We can offer the following links that you might like to surf though I'm sure there's more available. For example, there has been a lot of academic work on artists' career development - perhaps a good place to start is with Menger's seminal piece: Artistic Labor Markets and Careers, Annual Review of Sociology, 1999 (http://scholar.google.com/scholar?hl=en&lr=&cluster=5067776211949925595). The Finnish Arts Council also has a number of English-language pieces on artists' career development (see the projects and publciations of the research unit at http://www.taiteenkeskustoimikunta.fi/default.asp?WCI=wciFrames&strlanguage_id=en&strSub_page=res_org&Intid=2.

There may also be resources available on the various arts policy bibliographical databases linked to from IFACCA's page http://www.ifacca.org/links/online-bibliographies/

You also asked about finding 'experts'. I had a look at our ConnectCP database ((www.connectcp.org) and can offer the following:
ConnectCPpeople listed 'youth culture and policy' as an area of expertise (14 people)
And ConnectCP people who have listed 'arts and young people' as an area of expertise (8 people)

A wee while ago I also responded to a question from Scotland on awards schemes for younger artists. The resources I came up with are listed in the text below.

EARLIER D'ART RESPONSE RE YOUTH ARTS AWARDS:

As promised, I've had a bit of a look around for resources on youth awards and can offer the following - slim pickings I'm afraid. Just references to websites where you might find some reports or descriptions that are useful? I hope so!

There is quite a lot happening in Oz - see here: http://www.australiacouncil.gov.au/research/young_people_and_the_arts. The Australia Council also supports the Noise (youth arts) festival - which has now gone global see http://www.australiacouncil.gov.au/news/news_items/more_noise_for_young_artists

Spirit of Youth Awards

You'll know all about the various agency-related UK's youth schemes

There is also a lot happening at the State agency level in the USA, as the following search results from the National Assembly of State Arts Agencies shows:

Some search functions I’m trialling are:
1) Cultural policy journals that restricts returns to the major cultural policy academic journals http://www.google.com/cse/home?cx=000855873943814571879%3Ayhyc53daur4

2) Arts agency publications - restricts searches to publications of arts councils etc.
