Briefing note on the UNESCO Convention

IFACCA has released a briefing note on the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions, designed for national arts funding agencies.

The Convention, which was adopted by UNESCO in October 2005 and entered into force in March 2007, seeks to strengthen the five inseparable links of the same chain: creation, production, distribution/dissemination, access and enjoyment of cultural expressions, as conveyed by cultural activities, goods and services. The Convention’s operational guidelines were unanimously adopted in June 2009 by the 99 countries that have ratified the Convention.

Just over half of IFACCA’s national members have ratified the Convention and many others have a keen interest in its scope and potential impact on the arts and cultural sector.  To assist its members to gain a better understanding of the objectives, terminology and implementation of the Convention and the current issues around it, IFACCA commissioned Danielle Cliche, Research Manager at the ERICarts Institute in Bonn, to prepare the brief initially as background information for discussions at the 4th World Summit on Arts and Culture in Johannesburg, South Africa, and related members’ meetings in September 2009.

In the first instance, the briefing note has been made available only to IFACCA members and delegates to the World Summit.
