RESEARCH REPORTS 2004-2006

In February, national members of IFACCA will receive a printed volume of ten reports produced in the last three years. Topics included in the volume are artists’ international mobility programs, statistical indicators, and culture and regeneration. 2006 A BIG YEAR FOR IFACCA

With our five year anniversary in March, the third World Summit, General Assembly and CEO seminar in June, the launch of ConnectCP, board meetings in Amsterdam and Beijing, the appointnment of a Latin American coordinator, Santiago Jara Ramírez, the Asian Chapter meeting in Hong Kong, and the release of the Discussion Paper on Models of Government Arts Funding, the Wow Factor, numerous D'art and progress reports research reports ... it has been a busy year for IFACCA. CULTURAL DEVELOPMENT IN RURAL AND REMOTE AREAS

We are delighted to welcome in the new year with the release of a D'Art research report on cultural development in rural and remote areas. This topic was initiated by an international network of partners looking to identify good practice in facilitating the arts, creative industries and cultural development in rural and remote areas. The report, prepared by Ruth Smiles, Executive Director, Regional Arts Australia, builds on an audit of information on cultural development in rural and remote areas that was developed for a conference in Australia in August 2005. The audit is an annotated bibliography that covers a wide range of resources such as research publications, conferences and events, projects and organisations. Ms Smiles analyses these materials to identify and explore key themes and issues in rural and remote cultural development, including: financing, accessing new markets, partnership development, increasing employment opportunities for people in rural and remote communities, and improving quality of life for regional and rural communities. more >

IFACCA board meeting in Nairobi

IFACCA's board will meet in Nairobi, Kenya, on 15 and 17 March. The meeting, organised by the Bomas of Kenya, will provide an opportunity to discuss new projects and financial matters, finalise plans for the next World Summit, and consider a report from the second IFACCA workshop for government researchers being held in Singapore on 9 and 10 March. The meeting will also provide board members with a chance to meet with officials, funding agencies and members of the African arts community, and to visit cultural sites in Kenya. REGULATING MUSIC ON RADIO: CAN YOU HELP?

Our latest D'Art question - number 30 - is from the Arts Council of Finland. The Arts Council is undertaking research into the regulation of music programming on public service broadcasting and commercial local radio and the cultural policy dimensions of such regulations. WELCOME TO A NEW AFFILIATE MEMBER

We are delighted to welcome Fonds Soziokultur, Germany, as our newest affiliate member. Made up of eight national federations, Fonds Soziokultur is a non-profit organisation that receives funding support from Germany's Federal Cultural Foundation. The Fonds supports short-term projects focussing on a range of socio-cultural goals, including cultural development, diversity, citizenship, education and cultural participation. more >

South Africa wins bid to host World Summit

The eyes of the culture world will be on South Africa as the country prepares to host the fourth World Summit on Arts and Culture in 2009. The International Federation of Arts Councils and Culture Agencies (IFACCA) announced today that Johannesburg has won the bid to host one of the most significant events in the international arts calendar. The Summit, which will be held on 21-25 September 2009, will focus on the role of public arts policies in meeting the wider challenges facing the world - economic, social and cultural. South Africa is a world-leading example of achieving intercultural dialogue through the arts and IFACCA has chosen it as a stage to explore the issue in depth. ConnectCP update: more people, more countries

Containing over 400 experts from 66 countries, ConnectCP has become an essential tool for anyone seeking researchers or speakers in the field of cultural policy. If you are organising a conference or commisioning research then try the extensive range of search options provided for the ConnectCP database. If you are an expert in cultural policy, planning or research and fit the selection criteria then you can submit your profile to the coordinator, Diane Dodd. YOUR HELP PLEASE: CULTURAL PLANNING TOOLKITS

Our latest D'Art query (number 32) comes from Professor Graeme Evans, director of the Cities Institute at London Metropolitan University. Professor Evans seeks the IFACCA network's help in uncovering 'toolkits', 'how to' and 'best practice' guides that aim to help regional and local cultural planners assess cultural infrastructure needs, plan for cultural provision and deliver cultural programs and services. Professor Evans, with Phyllida Shaw, produced the international literature review on arts and culture in regeneration, which served as background to the third World Summit on Arts and Culture in June 2006. more >

REPORT ON ARTS AGENCY APPROACHES TO RESEARCH

We are very pleased to release our latest D'Art report 'policy research by government arts agencies: a review of approaches'. The report summarises responses to a D'Art query about a number of research-related issues, such as whether research is undertaken by agencies in house or contracted externally, whether an agency has a dedicated research unit or a library, and the number of staff and financial resources dedicated to research. The report analyses responses from 19 agencies from 18 countries; most of them government arts support agencies, such as arts councils and ministries of culture. The report served as background to discussions at the second mini-summit for IFACCA researchers held in Singapore on 9-10 March 2007, a report on which will be released soon. more >

CONNECTCP CANADA LAUNCHED

The Canadian Cultural Observatory has collaborated with IFACCA to create ConnectCP Canada, a sub-set of ConnectCP, the international who's who in cultural policy, planning and research’. ConnectCP Canada will enable visitors to Culturescope.ca, the Observatory’s website, to search for Canadian cultural policy experts in English and French. ConnectCP, an initiative of IFACCA, is an international online database of cultural policy experts. It consists of profiles that outline experts’ experience, current interests, and other information relevant to their work in cultural policy. The international database currently contains over 420 profiles of experts from 68 countries. ConnectCP Canada is expected to stimulate the interaction between Canadian cultural policy experts, mobilize human resources in Canadian cultural policy, and facilitate the flow of cultural policy information to and from Canada. An exciting development as a result of the Culturescope–ConnectCP collaboration is that both ConnectCP International and ConnectCP Canada are now available in French. So far, twenty-seven key Canadian experts are listed on ConnectCP Canada, including Serge Bernier, Jocelyn Harvey, Joyce Zemans, Sharon Jeannotte and Simon Brault. IFACCA and Culturescope.ca are looking to expand the list further in 2007. “By collaborating with ConnectCP, our national portal is more effectively able to cross boundaries: Canadian experts now have the benefits of both national and international coverage,” said Vladimir Skok, director of the e-Culture directorate at the Department of Canadian Heritage and the Canadian Cultural Observatory. Welcome new affiliate members

We are delighted to welcome two new affiliate members to IFACCA: * The International Society for the Performing Arts (ISPA), a not-for-profit international organization founded in 1949 to develop, nurture, energize and educate an international network of arts leaders and professionals who are dedicated to advancing the field of the performing arts. The ISPA network is currently made up of over 600 performing arts executives and professionals from more than 50 countries. * Peter Stark, an independent consultant in both South Africa and the United Kingdom, who specialises in culture and regeneration policy, programs and projects. Mr Stark has over thirty-five years direct experience of leadership and management in the cultural sector and of the interaction of that sector with issues of economic and social regeneration. IFACCA website redevelopment underway

Over the next few months we will be (finally!) developing a new website and database. After commissioning ripeonline to undertake a scoping report for us last year and then considering a range of options, IFACCA has entered into an agreement with the University of Technology Sydney (UTS) to develop the new site. All three IFACCA staff are working closely on the project with Julien Phalip and the overview of Professor Ernest Edmonds from UTS's Creativity and Cognition Studios. The new site, which will be ready by late 2007, will make it easier to navigate the increasing volume of news items, research reports, links, country directories and other information resources that are being continually added to the site. By linking the IFACCA secretariat's own database with the new website, we will be able to streamline our administrative processes and meet the needs of members and network participants more easily. Gus Casely-Hayford joins IFACCA board

Dr Augustus Casely-Hayford, Executive Director of Arts Strategy at Arts Council England, has been appointed to the board of IFACCA. Dr Casely-Hayford, who joined Arts Council England in March 2007, is a curator and cultural historian. Previously the Executive Director of inIVA, he also instigated and then led the delivery of the immensely successful Africa 05 initiative, and has also directed and produced arts programmes for the BBC and Channel 4 in the UK. Report on IFACCA's Researchers' Workshop 2007

On 9-10 March 2007, the second workshop for IFACCA researchers was held in Singapore, hosted by the National Arts Council of Singapore and IFACCA. As well as providing an update on their own research programs and priorities, delegates discussed IFACCA's program, helped prioritise future D'Art research topics, and suggested ways that IFACCA could better promote its research-related programs. Other topics discussed included statistics and indicators, and the independence of government arts funding. Delegates were treated to presentations on a number of key international initiatives, including the Compendium of Cultural Policies in Europe, the Culture 360 portal, and UNESCO's cultural statistical program. A report on the workshop's discussions and recommendations was presented to the IFACCA board at its meeting in Nairobi, Kenya, in march. To read more, view a report on the workshop here more >

Support to Major Performing Arts Organisations

We are pleased to release our latest D'Art report, Support for Major Performing Arts Organisations: Preliminary Report on Definitions and Issues, a first step in our co-hosting a mini-summit on this topic with the Australia Council for the Arts in Adelaide, Australia, in early 2008. The aim of the D’Art is twofold: to identify key senior executives in national arts councils and ministries of culture to take part in the mini-summit; and to identify key themes and issues and develop information resources for the mini-summit. The report outlines preliminary information on definitions of major performing arts organisations adopted by agencies, and a prioritised list of issues identified by the 15 respondents from 14 countries. IFACCA appoints Research and Project Officer

After nearly five years with the same three full-time staff here in Sydney, we are delighted to welcome Natasha Eves to the IFACCA secretariat. Natasha will be researching and writing ACORNS items, coordinating IFACCA events and assisting with our varied research activities. Natasha comes to IFACCA from the Australia Council for the Arts where she was a Project Coordinator. She has a Bachelor of Arts (Languages) from the University of Sydney, part of which was undertaken at the Sorbonne University, Paris, and speaks French, Italian and some Spanish. She is currently studying toward a Master of Media Practice and is an accomplished trumpet player. Natasha will start a 12-month contract with IFACCA on 23 July and we welcome her to our team. more >

Get ready for a new ifacca.org

On 16 August we will launch the preliminary (Beta) version of our new website...and behind the scenes there will be a big new database! In the six years since our first site went live, we have added vast numbers of reports, events, news items, contacts etc. Every item ever published in ACORNS is available on the site. The new database will streamline the management and improve access to that wealth of information. However, we can’t achieve it all ‘overnight’ so please bear with us over the next three months while we make the finishing touches. We will continue to experiment with additional features in the coming year. more >

ACORNS improvements

In parallel with the website upgrade, we are also improving the production and distribution of the ACORNS e-bulletin. From 10 August, we will be producing ACORNS ‘in-house’ so from then all your suggestions for news, publications, events and jobs will need to be sent to a new email address - more details on this in coming issues. more >

Asian Chapter meets in Mongolia

Delegates from IFACCA members across six Asian countries will gather in Ulan Bator, Mongolia, this week for the fourth IFACCA Asian Chapter meeting. Hosted by Arts Council Mongolia, and chaired by Lee Suan Hiang, CEO National Arts Council of Singapore, the meeting will provide a chance for delegates to present updates on initiatives in their countries, to discuss IFACCA initiatives such as forthcoming mini summits and the World Summit in South Africa, and to consider special projects for possible development by the Asian Chapter. Other activities will include a reception to meet Mongolian arts leaders, visits to key Mongolian culture agencies, and a nomadic culture tour. more >

IFACCA at World Creativity Summit

In partnership with the The World Alliance for Arts Education (WAAE), IFACCA has helped facilitate the inclusion of several government arts policymakers in the World Creativity Summit, which concluded in Hong Kong yesterday. Over 100 invited delegates attended the Summit which aimed to bring together outstanding innovators from the realms of education, arts, science, policy making, industry and journalism into intimate dialogue to design strategies and partnerships to advocate the creative pedagogies of the 21st century. The founders of the WAAE are the International Drama/Theatre and Education Association (IDEA), International Society for Music Education (ISME) and International Society for Education through Art (InSEA). more >
