ARM'S LENGTH OR DIRECT LINE FUNDING FOR THE ARTS?

A major discussion paper on the independence of arts support from government will be circulated to IFACCA members next week. The 48-page paper reviews the literature on arm's length versus direct line funding, explores models and frameworks, and produces data from IFACCA that have not been previously released. The paper seeks to answer the questions: How much influence do governments have... and how much should they have over arts support decision-making? This topic has become increasingly important, as highlighted by recent policy changes in countries such as Scotland and Wales. The IFACCA board discussed a draft paper last November and agreed to call for members' feedback. The future of the paper will be decided once comments have been received.
