Croatia joins IFACCA
We are delighted to welcome the Ministry of Culture, Croatia, as IFACCA's newest national member. The Ministry's website details the ministry and its activities in English and Croatian. The web portal, Culturenet.hr, also contains extensive information in English on Croatian cultural policy and the cultural sector in Croatia. more >
IFACCA reports to UNESCO on arts and education meeting
Moving Forward on Arts and Education, a report on the mini-summit jointly hosted by IFACCA and the Australia Council in Melbourne, Australia in September 2005, has today been submitted to UNESCO. Coming from 16 countries including China, USA, India, Tanzania and Germany, most of the 29 delegates were senior officials from government agencies or major national and international organisations that have a responsibility for, or interest in, improving the quality of arts education in their countries. The report was prepared for the World Conference on Arts Education in Lisbon on 6-9 March 2006. more >

More details on ConnectCP
Last month we announced the launch of ConnectCP, the online international database of cultural policy experts. As that news item was the most popular in December, we thought we would provide more detail about ConnectCP, the process of developing the database, how we think ConnectCP will be used, and our plans for the next 12 months. The idea of the database was first discussed by Diane Dodd and Sarah Gardner in April 2003 at a cafe in Zagreb, Croatia! Sarah confirmed IFACCA's potential interest in such a resource so Diane proposed the idea to Cas Smithjuisen at the Boekman Foundation and he also agreed to support the development phase. In consultation with IFACCA and the Boekman, Diane explored the feasibility of the project and developed a detailed proposal. With such a good idea, backed up with Diane's experience and professionalism, this was an opportunity not to be missed. Diane presented a proposal for ConnectCP to the meeting of IFACCA researchers, in Montreal in August 2003, who supported IFACCA's involvement in the development of the database. As a result, IFACCA joined with the Boekman Foundation to support the establishment of ConnectCP, and construction of the database began. Throughout 2004 and 2005 the database was designed and developed by Paul Hosking of Innovetec, Barcelona. Throughout the process, the database was tested and refined with the help of an international reference panel comprising each of the partners and: · Lluís Bonet, Spain · Jo Caust; Australia · Sanjin Dragojevic, Croatia · Máté Kovács, Mozambique · Saskia Leefsma, the Netherlands · Christopher Madden, Australia · Colin Mercer, United Kingdom · Greg Richards, Spain · Irene Schwartz, Austria · Lidia Varbanova, Canada · Michael Volkerling, New Zealand · Margaret Wyszomirski, USA We have also been grateful for the support of Culturelink during the development phase. ConnectCP has two main aims: 1) to increase the international flow of ideas, skills and knowledge about developments in cultural policy; and 2) to improve the quality of cultural policy debate by increasing access to and interaction between experts in the field. By making it easier to find and contact people in cultural policy, we expect there will be a number of other benefits and uses for the database. ConnectCP will help conference organisers to find world class speakers, and will make it much easier to locate biographical information on speakers - an often laborious process. It will help government agencies, management consultants and arts organisations to find research partners or analysts from diverse backgrounds on a diversity of issues. Journalists will be able to find experts to comment on cultural policy issues in the media. The ability to search by topic, will provide access to publications that might not be available on any other bibliographical databases. And of course, the experts listed in ConnectCP have the great advantage of always having an up-to-date profile readily accessible to peers, students and research partners. ConnectCP will help with any task that involves providing or finding information on a cultural policy expert, or searching for people with particular expertise. In future, we hope to create an active online community of experts, and in this way help break down the barriers between researchers and policymakers in arts and cultural policy. ConnectCP already contains publicly available profiles for over 100 experts from 36 countries - from CEOs of arts funding agencies, to professors of cultural policy, to directors of international networks. Profiles of an additional 250 experts are currently being completed in a non-public area of the database. To be considered for inclusion on ConnectCP, a person needs to be recognised in the field of arts and cultural policy as holding a senior research, policy, teaching or management position and/or having demonstrated expertise, at national and international level, in research, analysis or commentary. Experts also need to be prepared to periodically provide and update information about themselves and their work for ConnectCP, and may be asked to provide referees. By the end of 2006 we aim to have closer to 400 experts from all regions represented - a daunting task but one which we hope that other networks and national, regional and international cultural policy organisations will assist us with. Over 2006, we will be contacting IFACCA members for help in identifying experts from their countries to add to the database. It is crucial that ConnectCP has a comprehensive global coverage, and we will target regions that are under-represented. Financial support for ConnectCP is currently provided solely by the partners, IFACCA and the Boekman Foundation. Over the next twelve months, as the database expands, the partners will be seeking to enlist support from other sources, including partnerships and sponsorships. We already have a number of supporting and partnering options and would be interested in considering any proposals. A new brochure describing the 2006 World Summit on Arts and Culture has now been despatched to all IFACCA members and ACORNS recipients. The Summit, hosted by Arts Council England in partnership with IFACCA, will be held in NewcastleGateshead on 14-18 June 2006. As numbers are strictly limited, international registrations will be given priority during February. If you wish to attend the Summit, and have not already secured your place, you must complete and fax the priority booking form in the brochure. Registrations received before 31 March will receive a 10% discount and members of IFACCA receive further discounts. more >
WELCOME NEW AFFILIATE MEMBERS
We are delighted to welcome two new affiliate members to IFACCA: Visual Artists Ireland is a body for professional visual artists in Ireland. It provides services, facilities and resources for artists, initiates artistic projects and publications and acts as an advocate on behalf of individual artists. Visual Arts Ireland covers both the Republic of Ireland and Northern Ireland. Arts Research Digest (ARD), is a journal, published three times a year, that documents recent and current research in the arts, media and cultural sectors around the world. Published in both hard copy and electronic formats, the journal provides a unique overview of major research on cultural policy. ARD also coordinates seminars and conferences, archives previous issues, and produces other sources of information such as literature reviews, special focus issues, and an annual index. more >
Board Nominations due next week
The next election of board members will take place at IFACCA’s General Assembly on Wednesday 14 June 2006, immediately prior to the third World Summit on Arts and Culture in NewcastleGateshead, England. All nominations must be received by the secretariat by Friday 10 February 2006. The selection will be conducted according to the constitution and the guidelines set by the current board to achieve a balance of skills and a diversity of experience. more >

Asian Chapter of IFACCA meets in Hong Kong
National and affiliate members of IFACCA from China, Singapore, Vietnam, Philippines, South Korea, Mongolia, Macau SAR and Hong Kong SAR, and members-to-be from Malaysia and Indonesia met in Hong Kong on 16-17 February to formalise the creation of a constitution for the Asian Chapter of the Federation and discuss projects of common interest. Hosted by the HK Arts Development Council, the meeting also provided delegates with the chance to attend the HK Arts Festival, visit cultural organisations and meet local artists and officials. more >
NEW IFACCA MEMBERS
We are delighted to welcome three new IFACCA members: Romanian Ministry of Culture and Religious Affairs. The ministry is responsible for government policies and programs on arts, culture, religious affairs and cinematography. A summary of the ministry's roles and responsibilities in English can be found at the European Culture Portal. Administration of the National Culture Fund (NCF), Romania. The NCF supports cultural projects based on the advice of independent experts. It also supports international cultural exchanges in collaboration with the Romanian Ministry of Culture and Religious Affairs, and holds information sessions for artists and cultural organisations. New Brunswick Arts Board, Canada. This arm's length arts support agency supports professional artists through a variety of programs, and organises regional and international conferences, such as the 2nd Atlantic Cultural Space Conference on The Creative Municipality in September 2005. more >
ARM'S LENGTH OR DIRECT LINE FUNDING FOR THE ARTS?
A major discussion paper on the independence of arts support from government will be circulated to IFACCA members next week. The 48-page paper reviews the literature on arm's length versus direct line funding, explores models and frameworks, and produces data from IFACCA that have not been previously released. The paper seeks to answer the questions: How much influence do governments have... and how much should they have over arts support decision-making? This topic has become increasingly important, as highlighted by recent policy changes in countries such as Scotland and Wales. The IFACCA board discussed a draft paper last November and agreed to call for members' feedback. The future of the paper will be decided once comments have been received. more >
IFACCA celebrates its fifth anniversary
On 5 March 2001, Sarah Gardner started work on creating an 'international federation of arts support agencies' voted into existence by delegates to the 2000 World Summit of Arts and Culture in Ottawa, Canada. Now, with members and affiliates in over 50 countries on five continents, five international meetings staged, 25 D'Art research questions distributed and 15 reports released, over 5,000 ACORNS stories published, nearly 200 entries in the country directory, the 'Wow Factor' released, two World Summits and three websites (IFACCA, artsummit and connectCP) created (and still only three staff), IFACCA's mission 'to create an international resource and meeting ground for all those whose public responsibility it is to support excellence and diversity in artistic endeavour' is firmly established. In reaching the milestone, Ms Gardner thanked members for their financial support, the board members for their wise counsel and the secretariat team for their hard work and unwavering commitment. 'We all look forward to the challenges of the next five years,' she said. more >

ARTS EDUCATION RESEARCH COMPENDIUM PUBLISHED
We are delighted to announce the publication of "The Wow Factor: Global research compendium on the impact of arts in education". Written by Professor Anne Bamford, the Compendium compares data and case studies from more than 60 countries, analysing the differences between “education in the arts” and “education through the arts”, developing internationally comparable standards for quality arts education and identifying a number of concrete educational, cultural, and social benefits of arts education. The Compendium was produced as a collaboration between Professor Bamford, UNESCO, the Australia Council and IFACCA and involved a D'Art question, a mini-summit, and extensive analysis by Professor Bamford with support from a team of experts and researchers around the world. We will soon be distributing a free copy of the Compendium to IFACCA members and survey respondents. World Summit attracts 200 people from 40 countries
With three months still to go, organisers of the third World Summit on Arts and Culture expect to attract a record number of participants. Coming from every continent, delegates and speakers will descend on NewcastleGateshead, England, on 14-18 June 2006. Arts Council England has already registered 200 bookings for a maximum of 500 delegate places from Japan to Costa Rica, Jordan to Mozambique, and Denmark to New Zealand. With the priority booking period for international delegates now concluded, the online booking system has been opened at www.artsummit.org. The latest program details and an updated PDF can be downloaded here. A ten per cent 'early bird' discount is still be available until 31 March as is the opportunity for delegates in developing countries to request bursary support. General Assembly scheduled for 14 June
National and affiliate members have been notified this week, by mail and email, that IFACCA's next General Assembly will be held at 4.00pm on Wednesday 14 June. The General Assembly provides an opportunity to report to members on IFACCA's progress, discuss members' interests, make revisions to the constitution and elect the next board. more >
IFACCA board to meet in Amsterdam
IFACCA's board will meet in Amsterdam, the Netherlands, on 19-20 April 2006. The meeting, being organised with the assistance of the Dutch Culture Council and the Service Centre for International Cultural Activities/SICA, will provide an opportunity to discuss new projects and financial matters and conclude plans for the next World Summit. It will also provide the board with a chance to meet with representatives of Dutch cultural organisations and other members of the arts community. The last meeting was held in Colombia in November 2005. We welcome suggestions for agenda items. more >

African Observatory and IFACCA to work together
We are delighted to announce that IFACCA has signed a memorandum of understanding (MOU) with the Observatory of Cultural Policies in Africa (OCPA). The Observatory was created in 2002 with the support of the African Union, UNESCO and the Institute for Cultural Enterprise, with assistance from the Ford Foundation. OCPA aims to enhance the development of national cultural policies in Africa, and the integration of cultural policies in human development strategies through advocacy, information exchange, research, capacity building and cooperation at the regional and international level. The OCPA website contains a wealth of resources on cultural policy issues across Africa, and their newsletter, OCPA News, is an invaluable source of news on cultural policies in Africa. Under the reciprocal agreement OCPA becomes an affiliate member of IFACCA. more >

CONNECTCP GROWS
There has been a steady growth in the number of experts on ConnectCP, the online 'Who's Who' of cultural policy experts being developed by IFACCA and the Boekman Foundation. Thanks to the tireless work of ConnectCP Coordinator Diane Dodd, there are now 135 profiles live, with another 272 being finalised. Among the distinguished experts in cultural policy already profiled on ConnectCP are Chris Smith and Mark Schuster, two internationally renowned experts in cultural policy.A former Secretary of State for Culture, Media and Sport in the UK, Lord Smith of Finsbury is currently Director of the Clore Leadership Programme and holds a number of leadership positions in the UK including Board Member of the National Theatre, Advisory Council member of the London Symphony Orchestra. Visiting Professor in Culture, Chair of the London Cultural Consortium and member of the House of Lords.J. Mark Schuster, whose research and analysis concentrates on mapping the cultural policy landscape, is Professor of Urban Cultural policy at the Massachusetts Institute of Technology, USA. In a research program that has spanned more than twenty years Professor Schuster has penned many seminal works on cultural policy, including his recent cross-country analysis 'Informing Cultural Policy: The Research and Information Infrastructure.' World Summit starts next week
The third World Summit on Arts and Culture is almost upon us. The Summit opens on Wednesday evening (14 June) with a welcome to delegates after a busy day of IFACCA events, including the Federation's second General Assembly, a meeting of the IFACCA board, and the IFACCA CEO Leadership Seminar. IFACCA wishes to thank Arts Council England and the NewcastleGateshead Initiative for their hard work in hosting and organising the Summit. Thanks also to the Summit's many UK sponsors, and international supporters the Department of Canadian Heritage and the Ford Foundation via the Institute of International Education. World Summit concludes
The third World Summit on Arts and Culture concluded today in Newcastle Gateshead, England. The Summit brought together more than 500 delegates from over 80 countries to discuss the role of culture in regeneration. 'Co-hosted by IFACCA and Arts Council England, delegates took part in stimulating debates and listened to world class speakers. Sarah Gardner, Executive Director of IFACCA, said that the board and members were reinvigorated by the events of the summit. The delegates came away with inspiration and new contacts for the future. IFACCA also held its second General Assembly, where members voted for the organisation's new board and discussed future plans. Risto Ruohonen, Chair of IFACCA and Director of Arts and Cultural Heritage, Ministry of Education, Finland, said: "The growing interest in cultural policies creates challenges for arts and cultural decision-makers – to do more, and to do better, often with the same resources. This wider recognition tests artistic and cultural principles and demands the delicate balancing of many different objectives." IFACCA's 2009 summit host will be announced in the next six months. ConnectCP launch at World Summit
Another milestone was reached at the World Summit in Newcastle Gateshead last week when a function was held to officially launch ConnectCP, the international who's who of cultural policy, planning and research. ConnectCP now contains profiles of 228 cultural policy experts from more than 52 countries. The function provided an opportunity to thank the many people and organisations that have helped develop this valuable international resource for cultural policy. First CEO leadership seminar a success
As a lead-up event to the third World Summit on Arts and Culture, IFACCA staged a half-day leadership seminar for CEOs of member agencies on 14 June. Over 20 CEOs and guests heard presentations by former UK Secretary of State for Culture, Media and Sport, Chris Smith (now Lord Smith of Finsbury and Director of the Clore Leadership programme), and Dr Jonathan Katz, Chief Executive of the US National Assembly of State Arts Agencies. Participants discussed key issues affecting leaders of government arts funding agencies, such as advocating the value of arts funding, independence of decision making, and the impact of broader government agendas. An initial review of the evaluation forms showed 100% of participants felt the overall value of the seminar was 'useful' or 'very useful' and that all participants proposed to network with other CEOs following the meeting. Second General Assembly held
Representatives of 25 national member agencies and 18 affiliates attended IFACCA's second General Assembly on 14 June at the offices of Arts Council England (although unable to attend the General Assembly, a further eight national members and nine affiliates attended the ensuing World Summit). The General Assembly provided the opportunity for the board and executive director to report on activities, and for Prof. Anne Bamford, author of The WOW Factor, and Diane Dodd, Coordinator of ConnectCP, to describe their collaborations with IFACCA. Members elected the new board (see separate news item) and approved minor revisions to the constitution (both votes were unanimous). New IFACCA board elected and chair reappointed
Five new board members were elected to the IFACCA board at the General Assembly on 14 June 2006. Clarisa Ruiz (Colombia), Quresh Ahmed (Kenya), Li Mu (China), Georgia Iliopoulou (Greece) and Ian McRae (Australia), will join re-elected members Risto Ruohonen (Finland) and Lee Suan Hiang (Singapore) and continuing member, Kim Evans (England), and serve for three years. Board members that concluded their terms in 2006, Nguyen Van Tinh (Vietnam), Elizabeth Kerr (New Zealand), Octavio Arbelaez (Colombia) and John Hobday (Canada), were acknowledged for their contribution to IFACCA. At the new board's first meeting on 17 June, Risto Ruohonen was elected as Chair, Kim Evans as Deputy Chair and Lee Suan Hiang as Treasurer. It is anticipated that the next board meeting will be held in October in China. more >

Following its launch at the World Summit in England last month, ConnectCP was also launched today in Vienna, Austria, to the 400 delegates attending the International Conference on Cultural Policy. With 275 experts from 55 countries now listed, ConnectCP has become an essential tool for anyone seeking researchers or speakers in the field of cultural policy. SEE THE WORLD AND BE INSPIRED AT THE SUMMIT WEBSITE
Over 30 speeches and case studies, many beautifully illustrated, are now available at the World Summit Website. The site already contains a wealth of presentations - from Yetunde Aini (Lagos, Nigeria), Arturo Navarro (Valparaiso, Chile), Howard Chan (Hong Kong, China), Akbar Khakimov (Baysun, Uzbekistan), Mathieu Dormaels (San José, Costa Rica), David Barrie (Castleford, England), Mitsuhiro Yoshimoto (Yokohama, Japan), Neethi Sethi Bose (Ethiopia), Rick Lowe (Houston, USA) to name just a few - that vividly depict how the arts have contributed to social, economic and physical regeneration. There are also inspiring and informative speeches by experts such as Sir Christopher Frayling, Professor Sara Selwood and Philippe Quéau, as well as the Summit poem by WN Herbert. With the theme Transforming places, transforming lives, the World Summit on Arts and Culture was hosted by Arts Council England in partnership with IFACCA and took place in Newcastle Gateshead on 14 to 18 June 2006. Arts and culture in regeneration
IFACCA is delighted to release its latest D'Art research report, Arts and Culture in Regeneration. The report summarises the outcome of IFACCA’s 25th D’Art question, which was a collaboration between IFACCA and Arts Research Digest to produce an international literature review on arts and culture in regeneration for the third World Summit on Arts and Culture in Newcastle, Gateshead, England, in June 2006. The D'art report includes a copy of an international literature review written by Graeme Evans and Phyllida Shaw, which was published in Arts Research Digest issue 37 and distributed at the World Summit. The First Five Years
IFACCA was inaugurated at the first World Summit on Arts and Culture, in Ottawa, Canada, in December 2000 and the secretariat was established in March 2001. To mark our five-year anniversary, we have produced The First Five Years, a brochure highlighting the assets created during that time - networks, research, information, dialogue and connections. IFACCA board to meet in Beijing
IFACCA's board, which was elected at the General Assembly in June 2006, will meet in Bejing, China, on 9-10 October. The meeting, being organised by the China Federation of Literary and Arts Circles, will provide an opportunity to discuss new projects and financial matters and consider bids to host the next World Summit. It will also provide the board with a chance to meet with officials and members of the Chineses arts community and visit cultural sites in Beijing, Xi'an and Shanghai. SUPPORT FOR MAJOR PERFORMING ARTS ORGANISATIONS
The Australia Council for the Arts and the International Federation of Arts Councils and Culture Agencies (IFACCA) plan to co-host a mini-summit in 2008 on issues relating to the support of major performing arts organisations. As a first step, we have released D'Art 27 to identify critical policy issues and locate key personnel from national arts councils and ministries of culture to inform and focus debate at the mini-summit. IFACCA appoints Latin American Coordinator
We are delighted to welcome Santiago Jara Ramirez to the IFACCA team as our Latin American coordinator. Santiago's appointment, which has been made possible through a partnership with the Ministry of Culture of Colombia, is part-time and will be reviewed early next year. Santiago will be working to raise awareness of IFACCA in Latin America, assist IFACCA in building relationships with members and potential members in the region, expand the Spanish-language resources offered by IFACCA and encourage information exchange between IFACCA's international and Latin American communities. His role will involve making contact with cultural policymakers and researchers across Latin America and helping IFACCA develop networks, projects and events in the region. Santiago has worked in a variety of positions for public cultural agencies in Colombia. He has undertaken research work for the Colombian Observatory of Cultural Policies, and for the District Institute for Culture and Tourism (Bogotá), and has edited reports for a number of projects including the Latin American Conference on Artistic Education, held in Colombia in November 2005. Santiago is currently studying toward a Masters in Political Philosophy at the Universidad de los Andes, Colombia. La FICAAC nombra coordinador Latinoamericano
Nos alegra dar la bienvenida a Santiago Jara Ramírez, en calidad de coordinador para América Latina, al equipo de la FICAAC. La vinculación de Santiago, que ha sido posible gracias a una alianza con el Ministerio de Cultura de Colombia, será de medio tiempo y se reconsiderará a comienzos del año entrante. Santiago trabajará para que haya una mayor conciencia en América Latina de la FICAAC, para ayudar a la FICAAC en la construcción de relaciones con miembros activos y miembros potenciales de la región, para aumentar los recursos en español que pueda ofrecer la FICAAC y alentar el intercambio de información entre las comunidades latinoamericana e internacional de la FICAAC. Su rol también contemplará establecer contacto con los responsables de formular políticas culturales e investigadores en América Latina y desarrollar redes, proyectos y eventos en la región. Santiago se ha desempeñado en distintos trabajos en entidades públicas encargadas de cultura en Colombia. Ha llevado a cabo investigaciones en políticas públicas en cultura para el proyecto Observatorio de Políticas Culturales del Ministerio de Cultura de su país y para el Instituto Distrital de Cultura y Turismo de Bogotá. También ha editado reportes de distintos proyectos y eventos como el de la Conferencia Latinoamericana sobre Educación Artística que tuvo lugar en Colombia en noviembre de 2005. Actualmente, está adelantando una maestría en Filosofía Política en la Universidad de los Andes de Bogotá. To commemorate our first five years, we have produced a world map that highlights the 61 countries in which IFACCA members are currently based, and has at its centre the IFACCA secretariat in Sydney, Australia. Canada Council Director appointed to IFACCA board
At its meeting in Beijing on 9-10 October the board of IFACCA appointed Mr Robert Sirman, Director of the Canada Council, to the board. IFACCA to be an observer at OAS meeting
Executive Director, Sarah Gardner, will be an observer at the Third Inter-American Meeting of Ministers of Culture and Highest Appropriate Authorities, to be held within the framework of the Inter-American Council for Integral Development of the Organisation of American States (OAS), in Montreal, Canada this month. Ms Gardner will also use the opportunity to meet with the new Director of the Canada Council, Robert Sirman, and participate in a meeting of the Canadian Public Arts Funders in Toronto. more >
IFACCA to participate in World Culture Forum events
Executive Director, Sarah Gardner, will speak at the World Meeting of Cultural Networks and the Funarte Workshop on International Mobility of Arts and Cultural Exchange, both of which are part of the program for the World Culture Forum (WCF) being held in Rio de Janeiro and Salvador this month. IFACCA's Latin American coordinator, Santiago Jara will also attend both meetings. Ms Gardner will also take part in her first meeting as a board member of the WCF and will be an observer at the Annual Ministerial Meeting of the International Network on Cultural Policies. more >

Readers with long memories will recall that NAVA, from the item above, asked the very first D'Art query - on artist definitions - back in September 2001. Since then, IFACCA has published twelve D'Art reports on such topics as copyright management systems, conflict of interest policies, and artists’ international mobility programs. The D'Art process was essential in producing The Wow Factor, the global compendium on arts and education research, and IFACCA's own research report on statistical indicators for arts policy. World Summit report published
We are delighted to announce the publication of the Report on the Third World Summit on Arts and Culture. Held in NewcastleGateshead, England in June this year, the Summit explored issues of arts, culture and regeneration under the theme 'transforming places, transforming lives'. The report provides a number of personal impressions on the Summit from the point of view of organisers, delegates and a speaker. Later this month, we will be mailing printed copies of the report to IFACCA members along with a printed volume of IFACCA's research reports 2004-2006 and invoices for 2007 membership.
