INFORMATION SOUGHT ON SUPPORT TO FESTIVALS
Our latest D'Art request comes from Péter Inkei, Director of the Budapest Observatory, which has been commissioned by Hungary's National Cultural Fund to investigate good practice in supporting arts and cultural festivals. The Observatory is interested in finding out if other arts support agencies and government ministries support festivals, and if they do, how agencies coordinate support and evaluate outcomes. IFACCA BOARD TO MEET IN ENGLAND
IFACCA's board will meet in London and Newcastle, England on 4-5 April 2005 respectively. The meeting, to be hosted by the Arts Council England, will provide an opportunity to discuss planning, program and financial matters as well as reviewing progress on the next World Summit in June 2006. The last meeting was in Hanoi, Vietnam in October 2004. We always welcome suggestions for agenda items. more >

HELP CREATE A DATABASE ON SUPPORT TO INDIGENOUS ARTS
The Canada Council and the Australia Council have asked IFACCA to develop a database of national and international organisations that support Indigenous arts activity. The database will be a resource for encouraging information sharing, cultural exchange and international touring of Indigenous arts. IFACCA has agreed to compile the database, but we need your help to get started. If you can help, please take a few minutes to answer the questions on the D'Art question and return to IFACCA by email or fax. If you know of someone else who can help, please forward this request on to them. The deadline for responses is 9 May 2005. more >

DENMARK ARTS AGENCY JOINS IFACCA
We are delighted to welcome the Danish Arts Agency (Kunststyrelsen) as IFACCA's national member for Denmark. The Agency's website is available in both Danish and English, and includes the Danish Arts Guide, a searchable listing of online Danish cultural resources around the world. ARTS AND EDUCATION UPDATE
IFACCA today released an interim report, 'Arts and Education Research: Towards an International Compendium', about its joint project with UNESCO, the Australia Council, and Dr Anne Bamford of University of Technology Sydney. IFACCA's D'Art process was used to find arts and education contacts around the world who could provide information for the compendium. The responses to the D'Art and the subsequent survey were excellent, with detailed information being contributed from 29 countries. Dr Bamford's preliminary observations are also provided in the interim report. more >

BELIZE JOINS IFACCA
At its meeting in London on 4 April 2005, the IFACCA board was delighted to welcome the National Institute of Culture of Belize as a member of IFACCA. The Institute comprises four main branches: Institute for the Creative Arts; Museums and Houses of Culture; Institute of Archaeology; and Institute for Social and Cultural Research. NEW AFFILIATE MEMBERS WELCOMED
At its meeting in London on 4 April 2005 , the IFACCA board approved four new affiliate members: * Department of Culture, Language, Elders and Youth, Nunavut, Canada, a department of the Government of Nunavut that was created to protect and promote Inuit culture, heritage and language. * AEA Consulting, USA and England, which specializes in strategic, operational and facilities planning for the cultural sector. * Professor Joyce Zemans, Canada, Director, Arts and Media Administration Program, Schulich School of Business. * Dr Margaret Sheehy, England, arts consultant and project manager. more >
CULTURAL DEVELOPMENT IN RURAL AND REMOTE REGIONS
Our latest D'Art query comes from a network of interest groups from the Highlands and Islands of Scotland and Cornwall in the UK, Montana and New England in the USA, and Regional Arts New South Wales in Australia. The network is researching sustainable development in creative/cultural industries in rural and remote regions. They hope to identify best practice models, partnerships and strategies that work to support development in these regions. The first phase is the preparation of a summary of research underway or completed, and information on existing strategies, projects or programs. You can view the full question here. CULTURAL TRENDS
We are delighted to announce that IFACCA's Research Analyst, Christopher Madden, has been appointed to the editorial advisory board of the journal Cultural Trends. Edited by Professor Sara Selwood, Head of the Department of Cultural Policy and Management at City University, London, Cultural Trends has been providing in-depth analysis of cultural sector statistics since 1989. The journal focuses on key trends in material culture, media, performing arts and the historic environment, and includes coverage of issues which impact on the sector as a whole, such as the internet, poverty and access to the arts, and funding. Cultural Trends is based on the assumption that cultural policy should be based on empirical evidence and it champions the need for better statistical information on the cultural sector. It aims to:

INDICATORS FOR ARTS POLICY
IFACCA is delighted to release the final version of its research report Statistical Indicators for Arts Policy. Incorporating comments and feedback received following the release of the discussion paper in July 2004, the report takes a global view of cultural indicators, drawing out some analytical and coordination issues identified in the literature and by those who commented on the discussion paper. CULTURELINK CONFERENCE LIVE ON THE 'NET
Sarah Gardner, IFACCA's Executive Director, is currently in Zagreb, Croatia, at the Second World Culturelink Conference on 'Dynamics of Communication: New Ways and New Actors'. Ms Gardner is presenting a paper on public policy and international artist mobility programs. All conference sessions will be videocast live over the Internet. COMPARING CULTURE DATA
We are pleased to announce that the Australia Council for the Arts has released the working paper 'Making Cross-Country Comparisons of Cultural Statistics: Problems and Solutions'. The working paper was written by IFACCA's Research Analyst, Christopher Madden, as part of a project to undertake international statistical comparisons of Australia's cultural sector. The paper looks at methodological issues in making cross-country comparisons, documenting some of the main problems in data production and data presentation and providing a checklist of good practice. The paper aims to provide guidance and ideas for anyone making cross-country comparisons of cultural statistics. We welcome your feedback on the paper at info@ifacca.org. more >

ETHICS AND CULTURAL POLICY - CAN YOU HELP?
Our latest D'Art query comes from researchers at Finland's Ministry of Education and the Arts Council of Finland. The researchers are investigating ethical issues in cultural policy, with a particular emphasis on cultural rights. They aim to analyse ethical aspects of cultural policy discourse and draw attention to the ethical choices made in cultural policy. View the full question here. We are delighted to welcome our newest affiliate member, the Ontario Arts Council, Canada. An arm's length agency of the Ontario Ministry of Culture, the Arts Council is Ontario's primary funding body for professional arts activity. GRANTCRAFT: RESOURCES FOR GRANT MAKERS
The publications section of this issue of ACORNS contains links to two new publications by USA organisation GrantCraft. GrantCraft is a community of practitoners initiated and supported by the Ford Foundation. The GrantCraft website is a source of practical knowledge for grant makers on the tools and techniques of effective grant making, including guides, videos and case studies that present practitioner views on the craft of grant making. After a brief registration, all materials may be downloaded without cost. more >
IFACCA PUBLICATIONS ARCHIVE IMPROVED
In every edition of ACORNS we highlight publications relating to arts and cultural policy. From today, you will notice two improvements. First, each publication will include a publication date and author (if known) and our administrator, Louise Godley, has painstakingly added dates to the 329 publications already stored in the archive. Secondly, the publications will be searchable from the ACORNS archive on our home page. In cases where the links are out of date, we suggest you search for the title in your favourite search engine. World Summit website online
IFACCA and Arts Council England are delighted to announce the launch of the website for the 2006 World Summit on Arts and Culture. The Summit, which follows similar events in Canada (2000) and Singapore (2003), will take place on 14-17 June 2006 in NewcastleGateshead, England. As well as describing the Summit theme 'Transforming places, Transforming lives', the site highlights the arts and culture of North East England and the tours that are proposed to complement the Summit program. more >
Call for speakers for World Summit now open
Inspirational speakers, panel members from diverse backgrounds and practical case studies are now sought for the World Summit on Arts and Culture to be hosted by Arts Council England in partnership with IFACCA and a range of funding partners. The Summit is expected to attract about 500 cultural leaders, policy makers and regeneration managers from all over the world. Information on how to submit a proposal is available on the Summit website. The deadline is Friday 30 September. more >
Mini-summit to discuss arts and education
IFACCA's next mini-summit, taking place in Melbourne, Australia, on 11-12 September, has attracted over 30 delegates from national arts funding agencies in 19 countries. A members-only event, the mini-summit is jointly hosted by the Australia Council, Arts Victoria and IFACCA with the support of the Victorian Arts Centre. Recognised as a lead-up event to the UNESCO Summit on Arts and Education in Lisbon, Portugal, in March 2006, the mini-summit will provide an opportunity for government agencies to share their experiences and challenges and hear presentations by Sir Ken Robinson and Professor Anne Bamford. IFACCA attends interamerican culture meetings
IFACCA's Executive Director, Sarah Gardner, was an official observer at the Second Meeting of the Interamerican Committee on Culture (la Comisión Interamericana de Cultura, or CIC) in Washington DC, USA, last week. Convened by the Organisation of American States (OAS), the committee comprises representatives of the ministries of culture and highest appropriate authorities from the 34 OAS member states. Its role is to coordinate the work of the interamerican ministerial dialogue on the theme of culture. One of 11 agreed outcomes from the meeting was the consideration of forming an interamerican chapter of IFACCA with the aim of sharing information and comparative research. Ms Gardner also participated in the Meeting of the Network of Cultural Observatories of the Americas held immediately prior to the CIC meeting. more >
WELCOME TO A NEW AFFILIATE
We are pleased to welcome the Korea Arts and Culture Education Service (KACES) as an affiliate member of IFACCA. A joint initiative of the Republic of Korea's Ministry of Culture and Tourism and Ministry of Education and Human Resources Development, KACES aims to support arts and education by encouraging interaction among policymakers, community activists and teachers, and by supporting the arts education environment more generally. The Service is coordinating an International Arts Education Symposium in Seoul, 21-22 November 2005, and the UNESCO Asia-Pacific Regional Arts Education Conference, 23-25 November, in the lead-up to the UNESCO World Conference on Arts Education in Lisbon, Portugal, in March 2006. KACES was established in February 2005, and is currently finalising its English language website. more >
WORLD SUMMIT: SUBMISSIONS DEADLINE LOOMING
A reminder that the call for speakers and presenters at the World Summit on the Arts and Culture closes this Friday 30 September. Hosted by Arts Council England in partnership with IFACCA and a range of funding partners, the Summit will be in NewcastleGateshead, England, on 14-17 June 2006. We have already received over 70 submissions but we wish to encourage as many proposals as possible to ensure the maximum diversity of voices at the Summit. AMERICANS FOR THE ARTS TO SUPPORT ACORNS
IFACCA and Americans for the Arts have today agreed on a sponsorship arrangement which will help meet the costs of producing and distributing ACORNS to its US readership. Americans for the Arts believes that the sharing of strategies for advancing the arts throughout the world is critical toward building an appreciation for the impact the arts have on our daily lives. NEW MEDIA ARTS: RESPONSE TO 'HELSINKI AGENDA'
In August 2004 the Arts Council of Finland, m-cult and IFACCA co-hosted a 'mini-summit' on media arts and media culture policy in Helsinki, Finland. The mini-summit resulted in the release of the 'Helsinki Agenda', which recommended further actions be taken by IFACCA. The IFACCA response seeks comments and feedback on a process by which IFACCA can further work on new media arts support and gauge interest among members in establishing an ongoing network. more >

IFACCA attends its first INCP meeting
Directly after the board meeting in Colombia, IFACCA's Executive Director, Sarah Gardner, travelled to Dakar, Senegal, to be an observer at the eighth annual ministerial meeting of the International Network of Cultural Policy from 21 to 23 November. IFACCA's Chair, Risto Ruohonen, also attended the meeting as the head of the Finnish delegation. more >
BOARD MEETS IN COLOMBIA
On 15 and 16 November, the IFACCA board met in Medellín, Colombia. Hosted by the Colombian Ministry of Culture and the Network of Cultural Promoters of Latin America and the Caribbean (RedLat), with the assistance of the Mayor of Medellín, the meeting was held in the Museo de Antioquia, Medellín. As part of a busy agenda, the board advanced planning for the World Summit on Arts and Culture in NewcastleGateshead, England, in June 2006. After the meeting, board members travelled to Bogotá, where they met with Colombian officials at a breakfast hosted by the Vice Minister of Culture, and participated with Latin American colleagues in a roundtable session on comparative policies for the development of the arts. more >

My ACORNS launched today

My ACORNS allows members (and the staff of member organisations) to ask for their favourite words and phrases to be highlighted in each edition of ACORNS. These 'keywords' might be the name of their country, organisation, or a topic of policy interest. WHO'S WHO IN CULTURAL POLICY? INTERNATIONAL DATABASE IN DEVELOPMENT
IFACCA has teamed up with the Boekman Foundation of the Netherlands to develop ConnectCP, an online international database of cultural policy experts. Coordinated by Diane Dodd in Barcelona, Spain, ConnectCP will help anyone searching for experts on a particular topic in cultural policy or from a particular country. While ConnectCP is still in development, 63 experts from 22 countries are already featured on the site. We welcome your submissions, feedback and comments on ConnectCP. ConnectCP aims to put people in cultural policy in touch with each other internationally. It will help organisers find world class speakers for conferences and seminars, research partners or analysts and commentators on a diversity of issues. ConnectCP profiles outline each experts' experience, current interests, and other information relevant to their work in cultural policy. To be considered an 'expert' for ConnectCP, a person needs to be recognised in the field of arts and cultural policy as someone who holds a senior research, policy, teaching or management position and / or has demonstrated expertise, at national and international level, in research, analysis or commentary. Experts also need to be prepared to periodically provide and update information about themselves and their work for ConnectCP, and may be asked to provide referees. SEEKING YOUR HELP: ARTS AND CULTURE IN REGENERATION
Arts Research Digest (ARD) and IFACCA are looking to compile an international review of research literature on culture and regeneration. The review will be published online and in hard copy as a D'Art report and for ARD subscribers. It will also provide background to the World Summit on Arts and Culture, the theme of which is regeneration through arts and culture. To make the review as current and as international as possible, we seek your help in finding research reports from your country or region on the regeneration impacts of arts and culture. World Summit update/Cumbre Mundial
We received an enormous number of proposals in response to the call for speakers for the World Summit of Arts and Culture Summit and the program is really taking shape. Invitations to attend the Summit, including the latest details on the program and speakers, will be despatched shortly to key organisations in 175 countries. Lots more announcements will be made via ACORNS from now onwards. We are also pleased to announce that the Summit website is now available en español. Membership 2006 - be part of IFACCA
This year we celebrated the receipt of our 50th application for national membership, and the number of affiliate memberships is now approaching 40. The annual contributions from our members ensure that we can continue to operate the IFACCA secretariat and provide services such as ACORNS, the website, our research reports and new projects like ConnectCP. Members also receive a number of special benefits, including discounts for registration at the World Summit in June 2006. Invoices for 2006 membership have been despatched this week and we welcome prompt payment. We will be announcing a number of new members early in the new year, but we always welcome more!
