NEW CHAIR(S) OF IFACCA
We are pleased to announce that the position of Chairman of IFACCA for the next two years will be held jointly by Patricia Quinn (Director of the Arts Council of Ireland) and Risto Ruohonen (Director of the Arts and Cultural Heritage Division, Finnish Ministry of Education). Both co-chairs served on the interim board and were re-elected at the General Assembly in Singapore. They replace IFACCA's founding Chair, Dr Shirley Thomson (Emeritus Director of the Canada Council for the Arts). IFACCA's new Treasurer is Lee Suan Hiang (CEO of the National Arts Council of Singapore) and Secretary is Sarah Gardner (IFACCA's Executive Director). Hosts sought for future World Summits
In April the IFACCA board will consider proposals to host the World Summits on the Arts and Culture planned for 2005 and 2007. Some bids have already been received and others are welcome by the deadline of 19 March 2003. Guidelines and selection criteria are provided here. more >

IFACCA board to meet in Washington
The new board will meet in Washington DC on 5-6 April. The event, to be hosted by the National Endowment for the Arts and the National Assembly of State Arts Agencies, will provide the first opportunity for the members to meet since their election at the General Assembly on 23 November 2003. MEMBERSHIP OF VIET NAM
We are very pleased to announce that the Ministry of Culture and Information of Viet Nam has joined IFACCA. The membership coincides with the appointment to IFACCA's board of Mr Nguyen Van Tinh, Deputy Director General of the International Cooperation Department of the Vietnamese Ministry. Mr Nguyen, who has worked at the Ministry since 1981, is also Vice-Chairman of the ASEAN National Committee on Culture and Information (ASEAN-COCI) Vietnam.

The new board of IFACCA, elected in November 2003, held its first meeting of 2004 in the offices of the National Endowment for the Arts in Washington DC on 5-6 April. See media release for more information. more >

Networking for the Arts in Europe
IFACCA will participate in next week's conference in Cork being organised by the Arts Council of Ireland, as part of the Irish Presidency of the EU, to mark the enlargement of the European Union. The conference on 20-22 May will explore how national level arts development bodies and departments across Europe might work together to improve conditions for artists' mobility, circulation of artistic works and transnational artistic collaboration. We will bring you details as soon as possible about the materials prepared for the meeting and the post-conference report. more >
International Review of Research on Artists
Arts Research Digest has kindly allowed IFACCA to reproduce on-line Phyllida Shaw's multi-country analysis of research into artists' working lives. The article, 'Researching Artists' Working Lives', appeared as a special 'lift-out' in the Spring 2004 issue of Arts Research Digest. The article provides an overview of major research into the working lives and working conditions of artists, and outlines a number of issues raised by this research. The article makes the following call for comments and feedback: 'Have you recently commissioned work on any of the subjects covered here? Are you working on a study now? What gaps in research would you like to see filled?' If you can help with any of these questions, email Arts Research Digest at hc.ard@unn.ac.uk, giving Artists' Working Lives as the subject title. more >

IFACCA NETWORKING IN EUROPE
Risto Ruohonen (Chair) and Sarah Gardner (Executive Director) participated in the 'Networking the Arts' conference on 20-22 May hosted by the Arts Council of Ireland in Cork to mark the Irish Presidency of the EU. The conference, which focussed on issues of artists mobility, was attended by 60 people for 28 countries. IFACCA TO PARTICIPATE IN WORLD CULTURAL FORUM
IFACCA has been invited to participate in the World Cultural Forum in São Paulo, Brazil, from 26 June to 4 July 2004. The Forum aims to provide a platform for reflecting on and discussing global issues of arts and culture and policy, and to offer new forms of international cooperation. Participants at the Forum will discuss a variety of issues of cultural policy, globalisation, cultural diversity, and arts and culture support. more >
ENCOURAGING ARTISTS INTO POLITICS
Thomas Tresser, Lead Organiser of the Creative America Project, has asked the IFACCA network for information on programs that encourage artists to engage in the political process. The Creative America Project is such a program. It aims to encourage artists and creative professionals to vote, to run for political office, and to engage more in 'the conversation about the place of creativity in the life of the nation'. Mr Tresser asks: 'I would like to know of similar efforts in other countries, as well as learn about and contact any artists who hold elective office.' FESTIVAL OF PACIFIC ARTS
The Festival of Pacific Arts will be held in the Republic of Palau from 22 July to 1 August 2004. This year's Festival theme is 'Oltobed a Malt: Nurture, Regenerate and Celebrate'. Along with displays of contemporary and traditional arts, attendees will take part in a series of symposiums, debates and workshops. The Festival, which involves twenty-seven Pacific Island countries and territories, has been held every four years since 1972. Click here for more information on the Festival and on Palau. more >
IFACCA releases discussion paper on cultural indicators
As a contribution to the global effort to develop more robust statistical indicators for arts policy monitoring and evaluation, IFACCA today released a discussion paper on the subject. With so many cultural policy researchers and policy makers around the world wrestling to meet the accountability demands of governments and the scrutiny of the general public, we are keen to encourage greater information sharing about this important topic. Statistical Indicators for Arts Policy: Discussion Paper identifies current work and global resources on cultural indicators, explores a number of analytical and coordination issues and makes suggestions for future directions. It also summarises IFACCA's work on the issue to date and provides a brief overview of the cultural indicators literature. We encourage you to send in your comments and feedback on the discussion paper, as well as ideas for advancing the cultural indicators research agenda. more >

IFACCA joins debate on impacts of the arts
Arts practitioners, academics and policy workers (including IFACCA's research analyst Chris Madden) spoke at a forum last week on measuring the cultural, social and economic impacts of arts activities. A bibliography (covering major research in Australia and a short selection of international references) was prepared for the forum and provides a good introduction to the subject. IFACCA is working on a longer list of international references, which we expect to release later this year. The one day forum, developed by Regional Arts New South Wales in collaboration with the Australia Council for the Arts and the Northern Rivers Writers' Centre, gathered experts from Australia and beyond to showcase and discuss current research and thinking on the impacts of the arts. The presentations and debates were lively and informative, but could touch only briefly on the many complex issues surrounding arts impacts. The event aims to generate ongoing network activity to further share information and resource, including updating the bibliography of Australian research. Chris has also been invited to participate as a expert panellist for the fuel4arts online forum on research and measuring the impact of the arts for ten days from September 20, 2004. more >
Report on Asia-Europe Seminar on Cultural Policy Now Online
The report and recommendations of a ASEF seminar on cultural policy, held in Bangkok last June and attended by 45 senior culture ministry delegates from 18 ASEM countries, are now online. The report will be conveyed to the Ministry of Culture and Information, Vietnam in the lead up to the ASEM5. The next seminar, in Hanoi in September 2004, will be about cultural diversity. more >
Workshops on IFACCA's research and on social effects of culture
At the invitation of the IFACCA board and the Canada Council for the Arts, research coordinators from ten IFACCA members will gather in Montreal on 24 August to discuss research and provide feedback on IFACCA'S research activities and priorities. Afterwards, participants will join a workshop on the social effects of culture, as part of the 'Initiative to Study the Social Effects of Culture' (ISSEC), a joint project of the Canadian Department of Heritage and the University of Ottawa. The workshops are timed to coincide with the Third International Conference on Cultural Policy Research, being held in Montreal from 25 to 28 August. The purpose of the ISSEC workshop is to explore what we know and what we need to know about the social effects of by culture. Cultural policy makers, practitioners and programmers have long been aware that cultural participation makes important contributions to empowerment of citizens, identity formation, social cohesion, behaviour change, and community development. But the nature and scope of these effects, and the mechanisms by which they are produced, are not well understood or easily measured. The workshop will address general background issues, such as: 1) What do we know about the social effects of culture and how does participation produce such effects? 2) What don't we know about the social effects? 3) What do we need to know about the social effects? The workshop aims to begin to build a solid conceptual framework around the social effects of culture. It is the first step in what is hoped to be a long term research program that will produce a conceptual framework, and will eventually lead to the collection of indicators to test hypotheses empirically. more >
Helsinki to host IFACCA's first Mini-Summit
m-cult, centre for new media culture in association with Arts Council of Finland and IFACCA will host an expert meeting on 22-23 August to share information on policies to support media arts and new media culture.
With participants from Canada, India, the Netherlands, England, Thailand and Australia, the meeting is bound to generate an interesting debate. Reports on the meeting will be published online by IFACCA and the Arts Council of Finland will pubIish (in English) a special edition of their quarterly magazine, ARSIS.
The meeting is held in affiliation with ISEA2004, the 12th International Symposium on Electronic Art 12-22 August 2004. The mini-summit will also aim to:
* assess implementation of new media policy, both models of best practice and failures
* understand the implications of media arts-specific policy in relation to a model where "new media" is supported across the spectrum of all art forms
* discuss new media culture policy, where media arts is a focus area
* discuss the increasing focus on combined research and production and the challenge the approach poses for traditional divisions in funding
* discover ways through which international collaborations (productions, networks, non-local organizations) could be better funded: the networked new media culture.
* develop concrete collaborations, possible funding schemes, statistics accumulation, research and development projects amongst the participants ISEA2004, the 12th International Symposium on Electronic Art 12-22 August 2004, is a major media arts and culture event that spans Helsinki and Tallinn and Baltic Sea cruise.

Please help - resources about artists' mobility
IFACCA has received a query from Mary Ann DeVlieg, Network Coordinator of the Informal European Theatre Meeting (IETM), for information on artists' mobility programs. Ms DeVlieg is looking for information on programs that aim to encourage the movement of artists across national borders. IETM has developed a bibliography of recent European Commission communications, studies and documents on artists' mobility. A link to this bibliography is provided in the attachment here with other online resources on artists' mobility collated by the IFACCA secretariat. CONTEXT As the references and resources attached to this question indicate, artists' mobility is an issue of considerable and increasing interest to national and international arts support agencies in our 'globalised' context. With the aid of new communications technology and cheaper travel, artists are collaborating more easily across national borders. Research indicates, however, artists themselves encounter a variety of obstacles when moving between countries. Examples of hindrances are:
ARTS AND DISABILITY POLICIES
IFACCA today released its latest D'Art report, Arts and Disability Policies. Written by IFACCA's research analyst, Chris Madden, with the help of 11 respondents, the report looks at concepts and issues surrounding disability and the arts, and explores disability policies and programs adopted by arts funding agencies. Examples of arts and disability initiatives are provided, with resources listed both by type of initiative and by country. The report will be of interest to anyone looking to develop arts and disability initiatives or review existing policies and programs. IFACCA welcomes feedback and additional comments on the report. New media culture policy recommendations released
A strategy for the international development of new media culture policy, the Helsinki Agenda, has been proposed by the participants in the expert meeting on media arts and media culture policy which took place on 22-23 August. The paper outlines the values of new media culture, provides 11 recommendations and three proposals for further action. The meeting was co-hosted by IFACCA, the Arts Council of Finland and m-cult centre for new media culture during ISEA2004, the 12th International Symposium on Electronic Art. more >
Host City Announced for World Summit 2006
NewcastleGateshead, England, has been selected by IFACCA as the venue for the Third World Summit on the Arts and Culture. To be co-hosted by the Arts Council England, the Summit will be held on 14-17 June 2006. The Summit, which will focus on the role of the arts and culture in regeneration, is expected to attract about 500 cultural leaders, policy makers and regeneration managers from around the world. more >
IFACCA BOARD TO MEET IN HANOI
IFACCA's board will meet in Hanoi, Vietnam, on 25-26 October. The meeting, to be hosted by the Ministry of Culture and Information, will provide an opportunity to discuss recommendations arising from recent mini-summits, the theme of the next World Summit and new project proposals. IFACCA RESEARCHERS WORKSHOP REPORT
At the invitation of IFACCA and the Canada Council for the Arts, research coordinators from ten countries met in Montréal, Canada, on 24 August 2004, to discuss issues in arts policy research. Topics covered included: cultural indicators, databases of cultural policy research, and IFACCA's research activities. A report and recommendations made by researchers will be presented to the IFACCA board at its meeting in Hanoi, Vietnam, 25-26 October. After the workshop, IFACCA researchers joined Canadian colleagues at a workshop on the 'Initiative to Study the Social Effects of Culture' (ISSEC), a joint project of the Canadian Department of Heritage and the University of Ottawa. more >

Do you know someone who has significant responsibility for national arts and education programs in your country? It might be a member of staff working on arts and education policies, programs or research, an external expert who provides advice when required, or simply the person in your country with the best overview of arts in education for 'at risk' children. If so, please could you provide the contact information outlined in the link below? IFACCA is collaborating with UNESCO and the Australia Council in developing an international compendium of research on the impact of the arts in the education of marginalised or 'at risk' children. The project is being undertaken by Dr Anne Bamford, of University of Technology, Sydney, Australia. As a first step, Dr Bamford will be contacting experts in the field, so please help us ensure the research covers as many countries as possible. more >
IFACCA BOARD FURTHERS PLANS FOR WORLD SUMMIT
At its meeting this week in Hanoi, Vietnam, the IFACCA board advanced planning for the Third World Summit on the Arts and Culture, and signed a Memorandum of Understanding with Summit hosts Arts Council England, North East. The Summit will be held in NewcastleGateshead, England, on 14-17 June 2006, and will explore the theme of art and culture in community and regional regeneration. SUPPORT FOR ARTS COMPETITIONS
IFACCA has released a summary of responses to the recent query from Ben Strout, Australia Council for the Arts, on arts agencies' support for externally managed arts competitions. The report contains information from nine countries about their arts agency's policies on externally managed competitions - whether agencies provide recurring support, one-off support, or exclude support altogether. The report can be downloaded here. This was a quick query that was used for reporting to the Australia Council's governing body, and reinforced the Council's policy of providing assistance to externally managed competitions on a case-by-case basis only. WELCOME TO NEW MEMBERS
At its October meeting in Hanoi, Vietnam, the IFACCA board welcomed the Mongolian Art and Culture Agency as IFACCA's newest national member bringing the total to 45. The board also approved affiliate membership for the National Culture Promotions of Trinidad and Tobago and agreed that reciprocal memberships be developed with Informal European Theatre Meeting (IETM), European Forum for the Arts and Heritage (EFAH), and the Development Gateway Foundation. more >
SURVEY ON ARTS AND EDUCATION DISTRIBUTED
IFACCA today distributed to over 150 experts in 73 countries a survey to collect information for a compendium of research that will demonstrate the impact of arts-rich programs on the education of children and young people. Commissioned jointly by UNESCO, IFACCA and the Australia Council for the Arts, the compendium will be prepared by Dr Anne Bamford of University of Technology Sydney and have a particular focus on students who may be marginalised or 'at risk' in terms of fulfilling their educational and artistic potential. Recipients are encouraged to return the completed surveys by the deadline of 16 December. more >
REPORT ON 2nd WORLD SUMMIT RELEASED
The Report on the Second World Summit on the Arts and Culture, held in Singapore at this time last year, has been distributed this week to delegates, supporters, IFACCA members and other key organisations. Published in Spanish and English, the 40-page report summarises the keynote addresses, panel sessions and workshops. more >

ARTS AND EDUCATION SURVEY DEADLINE LOOMS
Many thanks to those who have completed the arts and education survey distributed by IFACCA on 12 November. For those still working on it please note that the deadline for responses is next Thursday 16 December! Surveys can be returned electronically to info@ifacca.org, or faxed to the IFACCA Secretariat at +61-2-92159111. The surveys will be analysed to produce a compendium of research on the impact of arts-rich programs on the education of children and young people. more >
Artists' mobility programs report released
IFACCA is delighted to release its research report on artists' international mobility programs. Researched and written by UK-based consultant, Judith Staines, with input from IETM, IFACCA and 25 respondents covering every continent, the 35-page report documents the many types of artists' mobility initiatives implemented around the world. It provides an analysis of these initiatives, including some general guidelines for good practice as well as information on definitions, evaluations and a detailed list of resources. more >

As a service for members, IFACCA can now offer mailing lists of national arts agencies in over 170 countries. For example, we have recently assisted in the distribution of the printed versions of National Endowment for the Arts' How the United States Funds the Arts; the Arts Council of Finland's Arsis 3/04 New Media Arts and Culture, and the Australia Council's Annual Report 2003-04. NEW HONORARY LIFE MEMBERS
The IFACCA board has appointed Patricia Quinn (Ireland) and Doreen Nteta (South Africa) Honorary Life Members of IFACCA. Ms Quinn and Mrs Nteta made invaluable contributions to the establishment of the Federation through their participation in the preliminary reference group and then the interim board elected at the First World Summit on the Arts and Culture in Canada in 2000. more >
