First D'ART released

The results of IFACCA's first D'ART question, about how to define a 'professional' artist, was released today. The ten-page report, prepared by IFACCA's research officer, Christopher Madden, is an introductory analysis of six responses from IFACCA's network, and some additional research. Touching on information from more than ten countries, the report outlines some broad definitions and provides five common approaches. more >

Draft constitution released for comment

All national arts councils and ministries are being asked for feedback on IFACCA's draft constitution. Copies were mailed this week and are also available on the website. Comments are due by 12 April. The final constitution will be presented for ratification at the inaugural General Assembly, which will coincide with the next World Summit on the Arts and Culture. more >

Linking the world of arts funding

From Argentina to Zimbabwe, IFACCA's website now contains detailed profiles of 33 arts councils and ministries and contact details for a further 33. The site also links to 14 international organisations that support arts and culture, 15 international arts networks, 11 networks of private arts funders and 24 resource sites - see www.ifacca.org/en/links/. IFACCA's latest D'ART question #5 from the arts councils of Ireland and Northern Ireland asks whether any countries have policies or guidelines on the provision of performing arts venues, spaces and facilities, or research on their viability. more >

IFACCA releases report on international comparisons of arts participation

The results of IFACCA's second D'ART question, about making international comparisons of arts participation data, were released today in a report compiled by the IFACCA secretariat. The report provides background to the major issues surrounding international comparisons, contains links to producers of cultural statistics around the world, and highlights existing comparisons of arts participation data. The report includes a selected bibliography. more >

March 2002

IFACCA secretariat's first birthday

Considerable progress has been made since the IFACCA secretariat began operations in Sydney on 5 March 2001. The Federation's first year has seen the creation of a constitution and strategic plan and the welcoming of 23 countries as founding members. 2001 saw the beginnings of strong international networks, the website and ACORNS, and the staging of two successful board meetings, in Johannesburg and Dublin. With a number of exciting new projects due to come on line, 2002 promises to be just as busy and productive. IFACCA looks forward to the continuing enthusiastic support of the world's arts funding agencies in helping it share knowledge and create understanding to enrich artistic and cultural diversity. more >

Copyright management systems reviewed

IFACCA's third D'Art (18k Acrobat), on copyright management systems, has been used by Professor Margaret Wyszomirski (of the Arts Policy and Administration Program at the Ohio State University, USA) in preparing a paper for the upcoming American Assembly meeting on the arts, technology and intellectual property. IFACCA is pleased to be able to provide a copy of Professor Wyszomirski's paper (164k Acrobat), which summarises and compares copyright management agencies in the USA, Australia, the UK, Ireland, Canada and internationally. more >

Arts participation report updated

IFACCA has received much positive feedback about its second D'Art report on making international comparisons of arts participation data. As a result, we have added references and links to cultural statistics programs in Japan and France and put a new edition on the website. more >

2002 membership fees due

Current and potential Federation members will be notified by email this week about payment of membership fees for 2002. They will also be sent a short report on the secretariat's first 12 months. National arts councils that join by June 2002 will be eligible to be Founding members. Membership fees are the same as for 2001. More information is available on the website. more >

IFACCA Board to meet in Singapore

The next meeting of the interim board of the Federation will take place at the National Arts Council of Singapore on 22-23 April. Topics for discussion will include new projects and the next World Summit, the draft constitution and the board election process. On the second day, the seven-member board will meet with representatives of arts funding agencies from around Asia to build networks and learn more about current issues in the region. more >

Deadline approaching for comments on draft constitution

National arts councils and ministries have one more week to comment on IFACCA's draft constitution. Copies were mailed in January and are also available on the website, in English, Spanish and French. Comments are due by 12 April. The board will review feedback at its April meeting and then a final draft will be circulated in mid-2002. The final constitution will be presented for ratification at the inaugural General Assembly, which will coincide with the next World Summit on the Arts and Culture. more >

Report on IFACCA's board meeting

Meeting in Singapore, 22-23 April, IFACCA's interim board approved not just the host of the 2003 World Summit but also the new staff exchange scheme (FLEx), the draft constitution, the board election process and the first round of affiliate members. The Board also met with arts agencies from across Asia and welcomed its new member, Fernando Vicario, an expert on Latin American arts and culture. See the media release for more details. more >

Second World Summit to be staged in Singapore

The second World Summit on the Arts and Culture will be hosted by the National Arts Council of Singapore in November 2003. The date and theme will be announced in the next few weeks. The World Summit, which will be organised in partnership with IFACCA, will see representatives of arts and culture agencies from around the world gather to exchange ideas and debate key issues. more >

World Summit dates announced

Dates for the Second World Summit on the Arts and Culture, to be hosted by the National Arts Council of Singapore, were announced today. Commencing on the evening of Sunday November 23, 2003 with the welcome and registration, the summit will conclude at midday Wednesday November 26, with the agreement of an action plan. The summit, which will be organised in partnership with IFACCA, will see representatives of arts and culture agencies from around the world gather to exchange ideas and debate key issues. The theme and program will be announced later in the year. more >

New arts and culture bibliography available free online

A valuable new resource for arts and culture policy and research, ACRONIM, is now available free online. ACRONIM is a searchable database of arts and cultural documentation developed by EUCLID with the assistance of IFACCA and three other agencies. The database already contains nearly 3,000 items by 1,000 authors and editors from around the world. Search and submit can be done in English, French and Spanish. CAN YOU HELP?: TAX PROVISIONS FOR ARTS PHILANTHROPY

IFACCA's latest D'Art question (number 7) is from the Taxation and Cultural Statistics Section of Australia's Department of Communications, Information Technology and the Arts. They seek information on the income tax mechanisms used by other countries to encourage philanthropic giving to the arts. Profile: Ministerio de Cultura Colombia

A profile of the Ministerio de Cultura Colombia, the Colombian Ministry of Culture, has been added to the IFACCA website. As with other country profiles, the Minstry's profile describes the roles, objectives and structure of the Ministry. The profile also highlights major policy initiatives, in particular the Ministry's National Plan for Culture 2001-2010, and sets out what the Minstry perceives as its greatest current challenges and strengths. http://www.ifacca.org/en/profile/Colombia.html. more >

UNESCO and the Global Alliance for Cultural Diversity

As a contribution to building the Global Alliance for Cultural Diversity, IFACCA is pleased to provide members with a recent article by UNESCO's Deputy Assistant Director General for Culture, Milagros del Corral. The article is titled Cultural Diversity: A Coalition for the Willing, and is available in English and French. IFACCA participates in Historic Inter-American Meeting

The first Inter-American meeting of Ministers of Culture and Highest Appropriate Authorities concluded today in Cartagena de Indias, Colombia. Held under the auspices of the Organization of American States (within the framework of the Inter-American Council for Integral Development - CIDI), the historic two-day meeting was jointly hosted by the Ministry of Culture of Colombia, a founding member of IFACCA. The meeting was attended by delegates from 24 countries from North, South and Central America and the Caribbean. Delegates unanimously agreed to a Declaration and a Plan of Action, both of which acknowledged the role of international organizations such as UNESCO, the Organización de Estados Iberoamericanos (OEI), the International Network on Cultural Policies and IFACCA, for their role in fostering dialogue and strengthening cultural cooperation. New learning resource from the University of Chicago

IFACCA has been sent a great new resource by the Cultural Policy Center at the University of Chicago - the syllabuses for two of its cultural policy courses. Containing a selection of the major works and essential readings from the cultural policy literature, the references are sorted by issue and some are complemented with review comments. The materials were developed by Professor J Mark Schuster, Visiting Professor at Irving B Harris Graduate School of Public Policy Studies, and Research Assistant Paula Amad who thank the many people who offered recommendations. New publication portals to make research easier

IFACCA's website now has two small but really useful 'portal' pages to help you find publications on arts and cultural policy. One portal provides links to the publication lists of 24 arts councilsand culture funding agencies around the world. Historic commitment by cultural policy leaders of the Americas

IFACCA was amongst several international organisations named in the Declaration and Plan of Action agreed at the first Inter-American Meeting of Ministers of Culture and Highest Appropriate Authorities in Colombia in mid-July. The Declaration touches on cultural rights, culture and equity, cultural policies, cultural creators and organisations etc, cultural heritage, culture and development, and the role of national and international organisations. The Plan of Action outlines strategies such as creating an inter-american committee on culture and an inter-american cultural policy observatory; engaging with civil society; preserving cultural heritage; and encouraging partnerships for cooperation. Many stimulating presentations were made at the Meeting including that by Presentation by German Rey sent to IFACCA by the Colombian Ministry of Culture.

    NEA Planning toolkit available online

    The USA's National Endowment for the Arts has an excellent online strategic planning resource for arts organisations. The 'Lessons Learned Toolsite' is a compendium of planning advice from a selection of professional arts consultants.     The interim board of IFACCA will hold its next six-monthly meeting in Barcelona on 7-8th November.     Review Of Funding Models

    IFACCA is excited to be able to make a small contribution to work being undertaken by the Budapest Observatory to analyse ways in which culture funding is delivered in Eastern Europe - from Tallin to Tirana. The project's aim is to determine the prevalence and mix of two common models for government support of the arts and culture: 'arm's length' funding and direct government funding. The Observatory's analysis will be based on the survey used for the first World Summit on the Arts and Culture (which provided the information for the country profiles on IFACCA's website).     VISUAL ARTS AND CRAFTS INQUIRY REPORT

    IFACCA is pleased that its first D'Art report, on defining artists, was used in Australia's Report of the Contemporary Visual Arts and Craft Inquiry, a comprehensive review and analysis of the Australian contemporary arts and craft sector. The report contains several international comparisons of issues such as: status of the artist; artists' professional status and taxation; social security; resale royalty (or 'droite de suite'); and philanthropy in the arts. While most of the international comparisons can be found in Chapter 3 ('Valuing artists'), many other sections of the report may also be of interest to arts and culture analysts.     Major International Research Report Released

    'Government agencies in many countries are rebuilding their research capabilities ... in other countries, research capabilities are being built for the first time...' says Professor J. Mark Schuster in Informing Cultural Policy: The Research and Information Infrastructure, released this week. The 292 page report, produced with the support of the Pew Charitable Trusts, describes how several nations manage policy-relevant information on arts and culture. Last December, IFACCA participated in a meeting at the Rutgers University Center for Urban Policy Research to consider how the report's findings might inform the development of a US cultural policy system.     COMPARATIVE CULTURAL POLICY RESEARCH

    Online News Bulletins

    Online bulletins, e-zines, newsletters, listserves. Whatever name they go by, there is now a wide variety of online information bulletins serving a range of information needs in arts and culture. As with ACORNS, the bulletins are a great way to stay up-to-date with the latest news in your area of interest.     Ifacca Board Meets In Barcelona

    The interim board of IFACCA, comprising experts in government funding of the arts and culture in Canada, Finland, Latin America, Ireland, Singapore and Australia, concluded its two-day meeting in Barcelona today. Business included membership, new projects, finances and the 2003 World Summit - the theme of which will be announced next month. Guests at the meeting included Dr Jonathan Katz, Executive Director of the US National Assembly of State Arts Agencies, who shared his expertise in developing associations and member services; Péter Inkei, Executive Director of the Budapest Observatory to discuss the financing of culture in East-Central Europe; and Diane Dodd, the Coordinator of CIRCLE, Cultural Information and Research Centres Liaison in Europe. The board also met with representatives of various cultural agencies in Barcelona at a meeting organised by Eduard Delgado, Director of Interarts, the European Observatory for Cultural Research and International Cultural Cooperation. more >

    Indigenous Arts Protocols Available

    IFACCA is pleased to be helping the Australia Council to distribute to national arts and culture funding bodies the world's first 'good practice' guides for working with Indigenous artists and Indigenous cultural materials. Launched by the Council's Aboriginal and Torres Strait Islander Arts Board this week, the guides cover Indigenous cultural protocols and intellectual property rights in writing, song, new media, performing and visual cultures.     World Summit To Create Connections

    The theme for the Second World Summit on the Arts and Culture, to be held in Singapore on 23-26 November 2003, will be Creating Connections: Trends in government Support for Artistic Creativity. The Summit will provide excellent opportunities to network with leaders in public financing of the arts and debate how governments 'create connections' - between individuals, communities, organisations and other government sectors - to strengthen support for the arts and culture. The Summit will be presented by the National Arts Council of Singapore in partnership with IFACCA.
